Lyon County is seeking qualified firms to submit qualifications for a Master Services Agreement (MSA) for the following general services: County Engineer County Surveyor Floodplain Management Inspection Services Development Review Assistance The purpose of the MSA is to establish a pool of qualified professionals capable of providing these services to support Lyon County's Community Development Department, Utilities Department, Roads Department, and other associated departments in managing development review, infrastructure and utility review, floodplain management, survey services, inspection services, and other related services. The selected firm shall provide comprehensive engineering and survey services related to development projects, which may include but are not limited to the following: 1. Site Improvement Plan Review: - - - Review and evaluate engineering plans and specifications for site improvement including: grading, drainage, utilities, roadways, access and other infrastructure elements prepared for developments, including, but not limited to subdivision maps, parcel maps, divisions of land into large parcels, building permits, civil improvement plans, conditional use permits, etc. Ensure site improvements plans, engineering studies, and other related documents for the development of property within Lyon County comply with county, state, and federal regulations, standards, and best practices. Provide written comments and recommendations to developers, owners, and county staff. 2. Regulatory Compliance: - - - Verify proposed development projects comply with all applicable local, state, and federal regulations. Assist with the interpretation and application of zoning ordinances, land use regulations, and building codes as directed by Lyon County Staff. Ensure adherence to environmental regulations and stormwater management requirements. 3. Infrastructure and Utility Review: - - - Assess the adequacy of the existing infrastructure and proposed improvements, including water, sewer, stormwater, and transportation infrastructure. The firm shall have knowledge and experience in analyzing the adequacy of the infrastructure using the utility department's water and sewer models. The County's water model runs in Autodesk Infowater Pro in ArcGIS interface and the sewer model in InfoSWMM by Innovyze. Verify utility design meets county, state, and federal standards and specifications. Coordinate with utility providers and other relevant agencies to ensure development projects remain in compliance with the utility and relevant agency regulations. 4. Technical Support and Consultation: - - - Provide technical expertise and support to county staff and officials. Attend meetings with developers, contractors, and stakeholders as directed by Lyon County Staff. Offer guidance on best practices and innovative solutions for site development. 5. Flood Plain Management: - - - - Act as and in assistance to Lyon County designated Flood Plain Administrator or designee to develop and review flood management procedures, documents, and guidelines. Provide recommendations for flood mitigation measures and strategies. Review and approve floodplain development permits as directed by Lyon County staff. Review and approve elevation certificates as directed by Lyon County Staff. 6. Inspection Services: - - - Conduct site inspections to verify construction methods and materials comply with approved plans and specifications. Provide quality assurance and inspection of the following activities: grading, drainage, site improvements, access, and roadway components of developments, including, but not limited to, subdivision maps, parcel maps, divisions of land into large parcels, building permits, improvements plans, etc. Provide geotech/material testing and analysis services for development improvements. Coordination with County Departments: - - Work closely with Lyon County Utilities, Lyon County Roads, Lyon County Community Development, and other related Lyon County agencies/departments to ensure cohesive and comprehensive reviews. Attend meetings with Lyon County staff, developers, and other stakeholders as directed by Lyon County Staff. 9. Project Management Support: - Assist in project management tasks including schedule development, progress tracking, and reporting. III. Submission Requirements Submissions shall include the following information: 1. Cover Letter: - - Summarize the firm's interest in the project and highlight relevant experience. Include the name, title, and contact information of the primary contact person. 2. Firm Qualifications: - - - Provide an overview of the firm, including size, areas of expertise, and history. Describe similar projects completed by the firm and demonstrate experience in providing engineering services for municipal projects, including site improvement plan reviews, floodplain management, survey services, and other related document reviews. Include information on the firm's certifications, licenses, and professional affiliations. 3. Team Composition: Identify the key personnel who will be assigned to this project, including their qualifications and relevant experience. Please include any specific qualifications or experience related to water, wastewater, roads, subdivision design and infrastructure. - Provide resumes for key team members (Resumes may be attached as an appendix and not included in total page limit). - Provide an organizational chart showing key personnel, team structure, and the roles of each member. o Include the current availability or percentage of time available of key prime personnel and their length of time with the firm. 4. Approach and Methodology: - - - - Outline the firm's approach to performing the scope of services. Detail the methodology for conducting technical reviews, inspections, and floodplain administration. Include methods for ensuring quality control and meeting project deadlines. Describe the firm's approach to communication and coordination with county departments and other stakeholders. 5. Include the name, title, organization, phone number, and email address for each reference. Provide a brief description of the projects completed for each reference. 7. Sample Work Products: - - Include samples of relevant work products, such as technical review reports, inspection reports, and floodplain management documents (Sample work products may be attached as an appendix and not included in total page limit. Provide examples that demonstrate the firm's ability to perform the required services at a high level of quality. 8. Legal and Insurance Information: - - - Provide information on the firm's insurance coverage, including general liability, professional liability, and worker's compensation. Include a statement regarding any past or pending litigation involving the firm. Please identify any potential conflicts of interest related to Lyon County projects or developer projects within Lyon County. Disclose any relationships with developers, property owners, or entities that could impact impartiality. Explain how the engineering firm will manage or mitigate these conflicts to ensure unbiased services to Lyon County.
