Site work for a water / sewer project in Lead, South Dakota. Completed plans call for site work for a water / sewer project.

The work generally consists of: 1. Installation of approximately 2,233 linear feet of domestic water line to include water fittings, valves, PRV with vault, and fire hydrants. The project will consist of two (2) connections to the existing watermain and a single service connection wih a water meter pit and assembly. After installation of domestic water line, gravel surfacing shall be re-applied. The award will be based on the lowest responsive, responsible bids on the Base Bid Schedules and Additive Alternates selected by the OWNER. Contract Time: 1. Construction shall be substantially complete and ready for OWNER use and pre-final inspection by June 1, 2025. 2. All construction schedules shall be finally complete and ready for final payment within thirty (30) calendar days of substantial completion. 3. The CONTRACTOR shall pay the OWNER $1,000.00 for each day or part of a day that expires after the time specified for Substantial Completion of any construction schedule until the Work is substantially complete. The low, responsive bidder for this work will be required to comply with Davis Bacon Wage Rates. The requirements for bidders and contractors under these orders are explained in the specifications. The low, responsive bidder on this work will be required to comply with Title 40 CFR 33 and Executive Order 12138 (WBE). The requirements for bidders and contractors under this regulation that concerns utilization of Disadvantaged/Minority Business Enterprises (DBE/MBE) and Women's Business Enterprises (WBE) are explained in the specifications. The DBE/MBE goal is 1% of the total dollar value of the contract to be awarded and the WBE goal is 4% of the total dollar value of the contract to be awarded The low, responsive bidder will be required to certify to compliance with the American Iron and Steel provision of the Consolidated Appropriations Act of 2014. This certification form may be found on page AIS-21 and 22 of the State Revolving Fund (SRF) General Conditions and must be included in the bid proposal. a. Please be advised that waivers or exemptions from the American Iron and Steel provision that cite International Trade Agreements DO NOT comply with the Consolidated Appropriations Act of 2014 as it applies to the SRF programs. Claims from suppliers that the American Iron and Steel provision does not apply to certain products based on the International Trade Agreement exemptions of the Consolidated Appropriations Act of 2014 will not be accepted. The low, responsive bidder must assure compliance with the requirements of Public Law 115-232 Section 889, Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment. Contractors must assure that telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities), and video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities) WILL NOT be supplied for the project. Each bid must be accompanied by a Bidder's Bond in the amount of ten percent (10%) of the bid or a cashier's check for five percent (5%) of the bid, payable to the OWNER. All bonds shall comply with the appropriate provisions of the South Dakota Codified Laws, as amended. The bid bond and a copy of the contractor's license or certificate of renewal shall be in a separate envelope attached to the outside of the bidding documents. All bids must be sealed. There will not be a pre-bid conference. No bid will be read or considered which does not fully comply with the above provisions as to Bond and Licenses, and any deficient bid submitted will be resealed and returned to the Bidder immediately. The OWNER retains the right to reject any or all of the bids submitted and to waive any informality in any bid and to hold all bids for a period not to exceed thirty (30) days from said date of opening bids, and to accept the bid which is in the best interests of the OWNER, and to reject the bid of any party who has been delinquent or unfaithful in the performance of any former contract with the OWNER.
