I. BACKGROUND AND INTRODUCTION Port Houston is seeking to engage the services of a registered professional engineering firm or team to perform the general functions of condition assessment and engineering design services for the rehabilitation of Transit Sheds 10, 11, 21A, and 25A at the Turning Basin Terminal (the "Terminal"). The selected option will then be used to create the final construction documents, including plans, specifications and estimates. Access to the site is from I.H. 610 East Loop, Exit 29, "Port of Houston Authority Main Entrance." A site map is attached as Exhibit No. 1. The Terminal, which was constructed in the early to mid-1900's, has several warehouse type buildings referred to as transit sheds. These transit sheds are utilized during vessel operations to temporarily house and protect weather sensitive cargo. The project that is the subject of this RFQ (the "Project") will focus on rehabilitating the building components needing repair, most notably the roof systems, to meet Port Houston's operational needs. Port Houston maintains a strict policy to avoid potential conflicts of interest that may exist from the presence of conflicting roles that might bias a contractor's judgment or from an unfair competitive advantage. Any entity (including its subsidiaries and affiliates) that previously participated in any part of the project's design is excluded from performing for that same project or resulting projects, as a prime contractor/consultant or a sub-contractor/sub-consultant: (a) material testing and (b) any construction resulting from the design work. Exceptions may be made only in the event that the Port Authority makes a determination that no such conflicts exist and provides express approval for the performance of material testing or construction work. Any such determination and approval shall be in the sole and absolute discretion of the Port Authority. As set forth in Section 10.18 of the sample contract (Exhibit No. 2), any Respondent that enters into a contract with Port Houston shall comply with (and cause its employees, subcontractors, agents, and other workforce to comply with) all applicable federal, state, local, and Port Houston security rules and regulations and all applicable training and licensing requirements, including, without limitation, the facility access regulations set from time to time by Port Houston, all applicable rules and regulations of the Transportation Worker Identification Credential ("TWIC") program, and all requirements pertaining to the protection of "Sensitive Security Information" as set forth in 49 CFR 1520. II. SCOPE OF SERVICES 1. Provide an accurate layout of the proposed facilities, including dimension control, for use by other consultants, including the Port Houston. 2. Conduct assessment of existing structures to evaluate structural condition, material integrity and performance of existing roofs, wall panels and openings. 3. Generate associated reports on condition assessment and provide options for repair or replacement of roofing, walls and/ or other building envelope components, along with construction cost estimates. 4. Prepare construction documents, including plans and specifications including assistance in preparing competitive sealed proposals (CSP), competitive sealed bids (CSB), or any other solicitation packages for any Port Houston construction projects. 5. Proposal and construction phase services in support of pre-proposal, preconstruction, and other meetings; review of submittals and shop drawings; responses to Requests for Information (RFI); assistance with change orders; and documentation of as-built archives. SUBMITTAL REQUIREMENTS A. Format and Delivery Requirements Responses to the RFQ shall be typed and shall not exceed twenty (20) pages of written, photographic, or graphic material, including proof of licensing and registration of key personnel. However, resumes do not count towards the 20-page limit and should be submitted in an Appendix. Do not submit AIA, City of Houston, or other standard qualification or information forms. A Respondent should develop its own qualification statement format to demonstrate its ability to organize and present information and otherwise effectively communicate with PHA. Responses to the RFQ must be specific in outlining and providing information and capabilities on projects that include all phases of work that will be included in the Project. Responses shall not include proposed fee, rates, or compensation amounts. Vendors/Proposers MUST submit their responses electronically via email to: procurementproposals@porthouston.com. Please include the solicitation number and the following title in the subject line: "PROFESSIONAL ENGINEERING SERVICES FOR REHABILITATION OF ROOFS AT TRANSIT SHEDS 10, 11, 21A, and 25A AT TURNING BASIN TERMINAL" Responses to the RFQ submitted shall be at no cost or obligation to PHA. The PHA reserves the right to, at any time, abandon or terminate its efforts to contract for any or all of said services without any obligation to any firm, which responds to this announcement. Responses to the RFQ and other materials submitted shall become the property of the Port Authority and will not be returned. Respondents must be registered in BuySpeed to do business with PHA prior to submitting the response package to Procurement Services. Failure to timely register in BuySpeed may result in not being considered for award. Services. Corporate Expectation of Respondent Respondent must be comprised of highly qualified professionals capable of performing the project work. Key design engineers and engineering entities must provide proof of current licensing and registration as required by Chapter 1001 of the Texas Occupation Code. Failure to provide such proof will eliminate firms from consideration for this work. Inclusion of legible photocopies of current certificates is an acceptable method of documentation. Respondent must have experience in assessing structural condition, material integrity and performance of industrial and/ or commercial roofing systems. Ship-to Address: Roger H.
