The Town of Westport is seeking to engage a Consulting Engineering Firm to provide Construction Engineering & Inspection (CEI) Services starting in 2025 for the following bridge replacement project: Replacement of Old Rd No. 2 Bridge Over Sasco Brook Bridge No. 04791 Questions about this RFQ shall be submitted to the Town Engineer Keith Wilberg, kwilberg@westportct.gov . All questions and answers will be posted on online and answered by 4:30 PM on Wednesday, 10/30/2024. The Town of Westport is requesting that firms submit a Letter of Interest and Qualifications. This submittal should include general information on the firm and proposed sub consultants, the firm's brochure, experience of the firm, and resume(s) of key personnel. A copy of the firm's current Federal GSA Form 330 shall also be included. Additionally, interested firms must submit a detailed statement outlining the firm's organizational structure. Proposed subconsultants should be clearly identified. The relationship to any "parent" firm or subsidiary firm, with any of the parties concerned, shall also be clearly defined. Personnel in responsible charge of the CEI portion of the project will be required to possess and maintain a valid Connecticut Professional Engineer's license and/or NICET Level 3 or NICET Level 4 Certification in Transportation/Highway Construction. Interested firms shall include a statement that it maintains insurance policies meeting or exceeding the requirements indicated in Exhibit A, and that they will furnish evidence of insurance to the Town upon request. The Consulting Engineers will be evaluated based on technical competence, capability to perform the work in a timely manner, past record of performance, and knowledge of Federal, State, and Town of Westport procedures. The Town of Westport will select a firm based on these evaluations. Individual interviews with the Town for selected firms will be scheduled and conducted in December 2024 to January 2025. The Construction Engineering & Inspection fee will be negotiated upon firm selection on a cost-plus basis. The selected firm must meet all Town of Westport, State, and Federal affirmative action and equal employment opportunity practices.
