No bid will be considered unless it is so guaranteed. Certified check or bank draft shall be made payable to the City of Salem. Cash deposits will not be accepted. The bid guarantee shall insure the execution of the contract and the furnishing of performance and payment bonds by the successful bidder as required by the specifications. The bidder must be able to obtain a performance bond and payment bond in the amount of 100% of the bid estimate. This bond can be in the form of Letter of credit, Bank Insurance, or cash. Failure to obtain the performance bond will result in disqualification of the bid. License Requirements: All firms having a business location or office in the City of Salem, Virginia are required to be licensed in accordance with the City's Business, Professional and Occupational Licensing (BPOL) Tax Ordinance. Wholesale and retail merchants without a business location in the City are exempt from the requirement.
