The City of Twin Oaks (the "City") is currently soliciting bids for emergency removal of fallen trees and tree limbs from streets and related City property within the City, consisting of approximately 4.5 miles of roadway per Exhibit "A." The scope of services shall include: 1. The Contractor shall agree to respond to emergency calls for clearing and removing fallen trees and tree limbs from City streets, right-of-way and related City property at any and all times day or night within twelve (12) hours of following notice by the Mayor or City Clerk. 2. The Contractor will coordinate services with the Mayor or a designated representative. 3. It shall be the responsibility of the Contractor to have sufficient equipment and personnel on site to complete operations in a timely manner. Such crew and equipment shall consist of two (2) workers,(one (1) who is an arborist or has access to an arborist), truck, and chipper, plus all necessary pruning tools. 4. The Contractor's vehicle shall carry sufficient equipment to effect safe control of traffic. When the Contractor arrives at the site, the Contractor shall set up traffic warning and control devices, if deemed necessary, and proceed to accomplish the necessary work. 5. The Contractor shall supply the City with the name(s) and telephone number(s) of responsible persons(s) representing the Contractor for twenty-four (24) hour emergency response. The abovementioned information shall remain current at all times. The City intends to award a contract based on the bid that, in the City's sole discretion, is the best, lowest, and most responsive bid that best meets the interests and requirements of the City. The City reserves the right in the City's sole discretion to reject any and all bids, to waive technicalities or deficiencies in any or all bids, to negotiate with any or all bidders or others for more favorable terms or prices, and to award a contract to other than the bidder submitting the lowest cost bid proposal, with or without negotiation. The City reserves the right not to open a sole bid. The term of any agreement for emergency tree service will be for two (2) years with the possibility of up to three (3) one-year extensions.
