The City of Golden is seeking proposals for Lena Gulch - Bachman Farms Park Flood Attenuation Project, South Neighborhoods Park. Questions must be submitted no later than 12:00 am on Friday, November 1, 2024. Question Response Deadline:November 8, 2024, 1:00pm Questions must be submitted through electronically. December 13, 2024 Consultant Selection January 14, 2025 (Estimated) Contract Awarded After the City has selected the highest ranked submitting Consultant, the City and the selected Consultant will negotiate fees for the requested services. If a negotiated fee cannot be reached with the highest ranked Consultant, the City will then proceed to negotiate with the second, third, and so forth until accepted. The City has the right to reject any and all proposals if the City does not negotiate an acceptable fee. The City anticipates selecting a consultant, negotiating study fees and giving a Notice to Proceed by January 14, 2024. The Consultant selected should be prepared to initiate work within ten (10) working days from the Notice to Proceed date. A draft copy of the City's standard professional services agreement is included as an Appendix to this RFQ. Submitters shall note any exceptions and potential agreeable remedies to the agreement within the RFQ response. SCOPE OF SERVICES 2.1. Desired Services Project Management - including regular project team meetings (assume twice monthly), coordination and meetings with appropriate governmental bodies, the City of Golden Parks Division, management of subconsultants, and coordination and meetings with adjacent project teams. Design - preparation of 30%, 60%, 90% and For Construction design plans and opinions of costs. Design should include the detention facility as well as approximately 1,200 feet of channel and outlet facilities. The design should consider the integration of the use of the detention facility for recreational uses and the adjacent park uses. Hydrologic and Hydraulic analysis. FEMA Environmental and Historic Preservation Environmental Permitting (biological resources assessment, wetland delineation, etc) Class III Cultural Resources Inventory (to include staging areas and access roads) Preparation and submittal of the Pre-Project CLOMR and No-Rise Certification. The project should consider FFRMS in scoping activities if necessary. Benefit-Cost Analysis Public Outreach - public outreach for this project will be limited but given the visibility of the project and interest by the community, a public outreach approach should be provided. This may include public meetings, providing information to be posted by the City of Golden Communications Department, etc.) This sample Scope of Services is not intended to be all inclusive and may be modified by the City of Golden during the contract negotiation process. The consultant is encouraged to enhance the Scope of Services in the SOQ response based on prior experience with similar projects and should make notations where additional actions deemed integral to project success are identified.
