Elizabeth Sewer Rehabilitation Project The Project is Partially Funded by the American Rescue Plan. Successful Bidder Must Comply With All Federal and State Requirements Contained in the Project Specifications and Have or Obtain a Sam.gov Account and Unique Entity Id Number. Each Bidder Must Submit With Its Bid an "Ownership Disclosure Statement" and is Requested to Submit With Its Bid the "Non-collusion Affidavit" on the Forms Included in the Contract Documents. Project: Elizabeth Sewer Rehabilitation Project Contract No. 15-24 the Work Includes the Furnishing of All Labor, Materials, and Equipment Necessary to Complete the Work as Shown on the Drawings and as Described in the Specifications. The Work Generally Consists of Cleaning and Cipp Lining of Existing Brick Sewers; Locating and Reinstating Existing Sewer Service Connections and Laterals; and Performing All Associated Site Work, General Construction, and Miscellaneous Work. The Sites of the Work to Be Performed Are All Within the City of Elizabeth, Union County, New Jersey, and Are as Follows: Chilton Street, From West Jersey Street to Murray Street Murray Street, From Chilton Street to Sterling Place East Grand Street, From Spring Street (U.s. Route 1) to Reid Street South Street, From 4th Avenue to South Reid Street South Reid Street From South Street to Elizabeth Avenue Reid Street, From Elizabeth Avenue to East Grand Street Summer Street, From Bayway Circle to Clarkson Avenue Puleo Plaza, From 1st Street to Point of Termination the Work Shall Be Completed Within 200 Calendar Days of the Contractor's Receipt of Written Notice to Proceed. Each Bid Must Be Accompanied by a Certified Check, Cashier Check or Surety Bond of a Corporation Acceptable to the City and in the Amount of Ten Percent (10%) of the Total Amount of the Bid Presented, but in No Case in Excess of $20,000.00. Each Bidder Must Also Submit With Its Bid a Certificate From a Responsible Surety Company Stating That the Said Surety Company Will Provide, in the Event That the Bidder Should Be the Successful Bidder, a Surety Bond (S) in the Amount of One Hundred Percent (100%) of the Contracted Price and Subject to Such Conditions as Contained in the Specifications. Bid date notes. Proposals May Be Delivered or Mailed Before That Time to the Office of the Director of Public Works, City Hall, Room 308, 50 Winfield Scott Plaza, Elizabeth, New Jersey, 07201. Bidders Shall Furnish One (1) Original of Their Proposal. Any Award With Respect to This Matter is Specifically Contingent Upon the Availability of Sufficient Funds Having Been Appropriated in the Municipal Budget. Attention of Bidder is Particularly Called to the Requirements of Chapter 2.92 (Formerly Chapter 65) of the Code of the City of Elizabeth as Supplemented and Amended Which Requires the Submission of Certain Affidavits Which Shall Be Considered by the City, in Its Determination of the Responsibility of the Lowest Bidder. The City Specifically Reserves the Right to Waive Any Bidding Irregularities With Regard to the Bidding Requirements and as Determined to Be Immaterial. The Award or Rejection of a Contract for the Within Project is Subject to the Time Limitations Set Forth in N.j.s.a. 40:11-24, Except That the Bids of Any Bidders Who Consent Thereto May, at the Request of the Contracting Unit, Be Held for Consideration for Such Longer Period as May Be Agreed. The Successful Bidder Will Be Required to Furnish the Required Bond(S) and Certificates of Insurance and to Execute the Contract Within Ten (10) Calendar Days From the Award of the Contract. Bidders and Their Subcontractors Must Submit Proof That They Are Registered With the New Jersey Department of Treasury, Division of Revenue by Submitting a Copy of Their Business Registration Certificate Prior to Contract Award. The Contract Documents May Be Obtained by Any Prospective Bidder Upon Payment of the Fee of Approximately $100.00 for Each Set of Full-sized Drawings With Specifications by Calling 1-877-424-3738 or by Online Request. Shipping Charges Are Additional and Variable Depending Upon the Pick-up or Delivery Option Selected by the Purchaser. Bid Documents Cannot Be Obtained at the City of Elizabeth or at Mott Macdonald's Office. Construction Must Begin Within Ten (10) Calendar Days After Written Notice to Do So Shall Have Been Given to the Contractor by the Director of Public Works, and Shall Be Carried on Regularly and Uninterruptedly, at a Rate to Insure Its Full Completion Within the Specified Calendar Days After Such Notice. If at the Time of Award of the Contract, the Successful Bidder Has One or More Contracts for Projects With the City or is Subsequently Awarded a Contract for Other Projects With the City, the Successful Bidder Will Be Required to Work Concurrently on All Projects Without Interruption or Delays. City Council Reserves the Right to Reject All Bids or Any Part Thereof or to Award to the Lowest Responsible and Responsive Bidder, in Accordance With Applicable Law.
