The Project consists of constructing approximately "Cold Milling Asphalt Concrete 493SqYd, Asphalt Concrete Composite 60.0 Ton, 3'-10" Wide Deck x 23" Prestressed Concrete Double Tee 245 Ft, Concrete Penetrating Sealer 104.3SqYd, Movable Concrete Barrier 17 Each, Rail Repainting, Traffic Control, Erosion Control and other various bid items". Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated on the Bid Form. All bids will be contained in a sealed envelope plainly marked showing the envelope contains a Bid for the above project. Provide on the exterior of the bid envelope the following information: Work covered by the bidder, name of the bidder and acknowledgement of the addenda, if applicable. Provide a 5% bid security in accordance with the instructions to Bidders. No bid will be read or considered which does not fully comply with the above provisions as to bid security and acknowledgements. Any deficient Bid submitted will be resealed and returned to the Bidder immediately. The Owner reserves the right to reject any and all bids, to waive any informality in any bid, to hold all bids for a period not to exceed 45 days from the date of opening bids and to rebid the project until a satisfactory bid is received. Contracts will be awarded on the basis of the lowest responsible bid submitted by a responsible bidder for the aggregate sum of all bid items. One (1) Contract will be awarded for the work. The successful Bidder will be required to furnish Contract Performance and Payment Bonds in the full amount of the contract. For all further requirements regarding bid submittal, qualifications, procedures and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. A pre-bid conference will not be held for this project. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This project has an estimated value range of $250K-$300K. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
