The City of Rapid City Department of Parks and Recreation is requesting proposals to provide professional services for the creation of a 10-year Parks and Recreation Master Plan. Submitting firms should have considerable experience in community design, land use planning, parks and recreation planning and project development, and community engagement. The consultant will work with the Parks and Recreation Department to gather and analyze existing conditions data, facilitate stakeholder meetings and public engagement, and craft goals, objectives, and recommendations to be contained within the master plan. In addition, the consultant will present findings to and solicit feedback from a master plan advisory committee throughout the process. CONTEXT & PURPOSE Rapid City is the second largest community in South Dakota with a population of 74,703, as of the 2020 Census. It is estimated that within the last four years alone, the city has welcomed around 8,000 new residents and that growth is not expected to stop soon. The Rapid City metropolitan area, comprised of Box Elder, Ellsworth Air Force Base, Black Hawk, Summerset, Piedmont, and unincorporated, developing areas outside of these towns, is home to another 30,000-35,000 people. Rapid City serves people from an even larger geographical area for recreation opportunities, entertainment, jobs, healthcare, dining, and more, making it a regional hub for South Dakota residents and tourists alike. Serving the needs and desires of an expanding populace presents a myriad of challenges and opportunities, which a consultant will be tasked with addressing in the master plan. SCOPE OF WORK (DRAFT) 1. Kick-off Meeting and Project Orientation: There will be an initial kick-off meeting with representatives from the City to confirm project expectations and discuss key issues and expected outcomes. It is anticipated that the ongoing planning efforts and coordination between the Consultant, the City, and its residents will yield important information related to specific constraints and opportunities. Specific goals for the meeting will include: confirm the project objectives; identify key project stakeholders; identify other relevant prior plans and studies; identify communications channels and project personnel; outline a community outreach process; outline anticipated agency and regulatory coordination and approvals; identify targeted project budget and schedules. The method of Contractor Selection has not been Determined at this time.
