The work for which proposals are invited consists of the furnishing and installing of new sewer lines and manholes to replace the existing failing sewer system. The location of this project is Robinhood Drive in Moss Point, Mississippi. The City of Moss Point reserves the right to accept or reject any bids. If bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronically submitted bids shall include a document with the first page stating the same language required on the face of the sealed envelope. The successful bidder will be required to furnish a 100% Payment and Performance Bond if the bid equals or exceeds $25,000. If the bid is less than $25,000, the City of Moss Point may elect to make a lump sum payment at the completion of the job, in which case a payment and performance bond shall not be required. Proposals must be accompanied by a Proposal Guaranty consisting of a Bid Bond, Cashier's Check or Certified Check in the amount of 5% of the amount of the bid. All persons having a contract with the City of Moss Point must adhere to the City's policy concerning non-discrimination without regard to race, creed, color, age, sex, national origin, or handicap. On bids which equal or exceed $50,000, Certificate of Responsibility classification issued by the Mississippi State Board of Contractors shall be written on the outside of the envelope containing the bids. Bids of less than $50,000 will be marked on the outside that the bid contained within does not exceed $50,000. Minority and womens business enterprises, veteran-owned businesses, and labor surplus area firms are hereby solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. Contract time shall be 120 consecutive calendar days from the Notice to Proceed Date. Liquidated damages will be assessed for each consecutive calendar day thereafter in the amount of Five Hundred dollars ($500.00). Special Damages - In addition to the amounts provided for liquidated damages, Contractor, in the event of such default, shall pay to the Owner the actual costs reasonably incurred by Owner for engineering and inspection forces employed on the work after the time stipulated for completion of the work and other costs as may be reasonably incurred. Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the Mississippi State Licensing Board for Contractors establishing his classification as to the value and type of construction on which he is authorized to bid. The City of Moss Point, MS reserves the right to accept or reject any or all Bids or parts of Bids, to waive any formalities and technicalities. Awards, if made, will be made from the lowest and best Bid and the Bid most advantageous to the OWNER. No bid may be withdrawn until the expiration of Ninety (90) days from the date bids are opened. *The value for this project is based on a financial range.
