The primary scope of work includes the construction of a new one million gallon water storage tank and related appurtenances. Method of award will be made to the lowest, responsive, responsible BIDDER. The OWNER reserves the right to waive any informality or to reject any or all bids. Each BIDDER must deposit with his Bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders. No BIDDER may withdraw his Bid within ninety (90) consecutive calendar days after the actual date of the opening thereof.
