Site work for a civil project in Stafford Township, New Jersey. Completed plans call for site work for a water / sewer project.

In general, consists of hydraulic dredging of approximately 1,300 cubic yards of material within the Jane Drive lagoon, in Beach Haven West, which is located in the back bay of Stafford Township, NJ. Dredging will be conducted to an elevation of -5.0 feet mean low water (MLW), with an allowable 1.0-foot overdredge. The hydraulically dredged materials will be transported by conveyance pipeline, via the existing stormwater sewer route, and discharged within the limits of the identified offloading area. All bids shall be opened electronically and all bids shall be publicly unsealed and that the names of all bidders and the price of their respective bids shall be verbally announced in public by the Township once the submission deadline has passed. No bids shall be received after the date/time designated in the advertised notice to bidders in accordance with N.J.S.A. 40A:11-23b. Furthermore, within 24 hours of the electronic bid opening the unofficial bid tabulation sheet will be made available for download on the Bonfire E-Procurement platform Additionally, the Township shall utilize the Zoom platform as a webinar for remote access. The link to join the webinar shall be posted no later than 48 hours before the bids are scheduled to be opened through a notification listed in the Public Notice section of the project posting issued on the Bonfire E-Procurement platform accessible FUNDING STATEMENT NJAC 7:22-3.17(d): "This contract or subcontract is expected to be funded in part with funds from the American Rescue Plan Act (ARPA). ARPA is subject to the Federal Uniform Guidance (UG), which is found in 2 CFR Part 200. The UG establishes administrative, cost, and audit requirements for federal awards to non-federal entities. These requirements apply to ARPA funds from the time of award until the end of the performance period, which is December 31, 2026. BID SECURITY: Bidder shall submit with their bid an electronic bid bond in the amount of ten percent (10%) of the total price bid, but not in excess of $20,000.00, payable unconditionally to the Township of Stafford, along with a Surety Certificate (Consent of Surety) with Power of Attorney for the full amount of the bid price from a Surety Company authorized to do business in the State of New Jersey and said Surety will furnish a consolidated Performance and Payment Bond in amounts of 100% of the successful Bidder's contract. Bidder shall submit with their bid an electronic bid bond in the amount of ten percent (10%) of the total price bid, but not in excess of $20,000.00, payable unconditionally to the Township of Stafford, along with a Surety Certificate (Consent of Surety) with Power of Attorney for the full amount of the bid price from a Surety Company authorized to do business in the State of New Jersey and said Surety will furnish a consolidated Performance and Payment Bond in amounts of 100% of the successful Bidder's contract. Contractors have the option of submitting 3rd party electronically sealed bid bond and consent of surety in Bonfire or they can scan a PDF of the sealed bid bond and consent of surety upload it to Bonfire and submit the original sealed bid bond and consent of surety in a sealed envelope to the Township Purchasing Department, 260 East Bay Avenue - 2nd floor Room 276, Manahawkin, NJ 08050 Attention: Nicola Reid Qualified Purchasing Agent Original sealed bid bonds received after the bid closing will not be accepted. If the Bidder is to submit a certified check or cashier's check, an image of the check must be included with the electronic bid document submission. ALL OTHER DOCUMENTS MUST BE SUBMITTED ELECTRONICALLY All Bid Addenda for Bid #2024-156 will be issued on the Bonfire E-Procurement platform Therefore, all interested respondents must check the website from now through bid opening. It is the sole responsibility of the respondent to be knowledgeable of all addenda related to this procurement. SURETY BOND Surety bonds must be written by surety companies listed on Dept. Circular 570 (per N.J.A.C. 7:22-3.17(g)). PENALTIES FOR FALSIFACATION N.J.S.A. 40A:11-33:34: 40A:11-33. Forfeiture of deposit in certain cases A deposit made by any person who makes or causes to be made a false, deceptive or fraudulent statement or answers in response to a questionnaire or in the course of a hearing hereunder may be caused to be forfeited, as liquidated damages by and to the contracting unit. L.1971, c. 198, s. 33, eff. July 1, 1971. 40A:11-34. PENALTIES FOR FALSE STATEMENTS: Any person who makes or causes to be made, a false, deceptive or fraudulent statement in the statement or answers in response to the questionnaire, or in the course of any hearing hereunder, shall be guilty of a misdemeanor, and upon conviction shall be punishable by a fine of not less than $100.00 nor more than $1,000.00, and shall be permanently disqualified from bidding on all public work or contracts of the contracting unit which submitted the questionnaire; or, in the case of an individual or an officer or employee charged with the duty of responding to the questionnaire for a person, firm, copartnership, association or corporation, by such fine or by imprisonment, not exceeding 6 months, or both. L.1971, c. 198, s. 34, eff. July 1, 1971. Pursuant to N.J.A.C. 10:5-33: "Bidders are required to comply with the requirements of P.L. 1975, c. 127." Bidders shall comply with the requirements of N.J.S.A 10:5-31 and N.J.A.C. 17-27 et seq. Bidders shall comply with N.J.S.A. 34:11-56.37 and 34:11-56.38 of the "Prevailing Wage Act" Question Deadline: 11/1/24 at 11:00 AM This Project consists of hydraulic dredging within Stafford Township. Dredging will be conducted to an elevation of -5.0 feet mean low water (MLW). Dredged materials will be transported by conveyance pipeline, via the existing stormwater sewer route identified on the project plans, to the offloading site at Block 147.107 Lot 56.07 and discharged within the limits of the identified offloading area. The estimated dredging volume for the Base Bid dredging of material in Lacey Township is approximately 1,300 cubic yards (CY), which includes volume associated with an allowable 1.0-foot overdredge. Work must be completed in accordance with the Contract Drawings, the Project Permits, and these Technical Specifications.
