The OWNER reserves the right to reject any or all Bids, to waive any informality in a Bid, and to make award to the lowest responsive, responsible Bidder as it may best serve the interests of the OWNER. The CBW reserves the right to modify the contract after its award. BIDDING, CONTRACT, or TECHNICAL QUESTIONS. Interpretations or clarifications considered necessary by the OWNER in response to such questions will be issued by Addendum and emailed to all parties recorded by the OWNER as having received the Contract Documents. Questions received less than seven (7) calendar days prior to the date for opening of Bids may not be answered. Only questions answered by formal written Addendum will be binding. Oral and other interpretations or clarifications will be without legal effect. BID SECURITY. Not Used. The Owner reserves the right to accept or reject any or all Bids received, as deemed in the best interest of the Borough.
