The Town of Penfield is seeking proposals from qualified NYS licensed design professionals who can prepare the engineering and architectural design of a 1500 SF (+) comfort station facility. Responding f irms or teams must demonstrate the full array of architectural and engineering design expertise needed to complete the design project, with a focus on parks facilities, particularly restrooms and pavilions. The project site is located at 1140 Empire Blvd., Rochester, NY 14609 in the Town of Penfield's LaSalle's Landing Park. A project map and a conceptual layout of the proposed facility in included in Atachment A. B. Background: The Town of Penfield was awarded a Local Waterfront Revitalization Program Grant through the New York State Department of State's Environmental Protection Fund. The goal of the project is to design a comfort station facility that features restrooms, a storage closet and atached open air pavilion, similar to other restroom structures located on other town properties (e.g., Rothfuss Park and the Shadow Pines Property). This phase of the project will encompass the engineering and architectural services required to develop construction drawings and to assist with the public bidding process that will be required to select the construction contractor(s) to build the project. Project Description The proposed restroom with open-air pavilion will be a single-story, slab-on-grade public structure. The building will be designed to house four gender-neutral bathrooms, a mechanical room and exterior water fountain/filling station with seasonal shut-off capability. Each restroom must be fully ADA compliant and conditioned year-round (heated). The pavilion will be open air style and connected to the restroom structure. D. Scope of Work Required The design services are part of a larger project funded through New York State. See Tasks 6 - 13 and 18 on the atached work plan. At minimum, services will include the following: o Completion of land survey for the project site o Coordination with outside agencies to verify permiting requirements and obtain all necessary permits (e.g., New York State Department of Environmental Conservation (NYSDEC), New York State Department of Transportation (NYSDOT), Monroe County Department of Health (MCDOH), Monroe County Water Authority (MCWA), FEMA Floodplain) o Development of site plan sheet(s) and specifications that address, at minimum, utilities, grading, lighting, and landscaping o Preparation of architectural elevations and specifications o Backflow preventer design o Preparation of bid documents and assistance with bid award process o MWBE Utilization Reporting The grant award budget estimated a total project cost of $45,000.
