Site work for a mixed-use development in Hebron, Connecticut. Completed plans call for site work for a playground / park / athletic field.
The Project involves improvements to two (2) Little League baseball infields at Burnt Hill Park. The project consists of edging the infields, removal of existing grass lips along infield grass edges, planting of sod where existing turf is excavated along infield edges, excavation of existing infield clay, and replacement and laser grading of new infield clay mix for positive drainage and playability. Bid Bond is not required. The bidder agrees that its bid shall be good, capable of being accepted, and may not be withdrawn for a period of thirty [30] days, Saturdays, Sundays and legal holidays excluded, after the opening of bids. A Performance Bond is required and, if the contract is equal or greater than $100,000, a Payment Bonds is required. Each bond shall be in the amount equal to the Contract Price. Federal Wage Determinations (Davis-Bacon Act) are applicable to this Federal-Aid contract. During the bid advertisement period, it is the bidder's responsibility to obtain the latest Federal wage rates from the US Department of Labor website, as may be revised 10 days prior to bid opening. If the Bidder's lump sum bid exceeds $100,000, the Bidder shall comply with the requirements of Prevailing Wage Rate Laws in accordance with Section 31-53 of the Connecticut General Statutes. If a conflict exists between the Federal and State wage rates, the higher rate shall govern. The Owner is exempt from payment of Sales and Use Taxes on all materials and equipment to be permanently incorporated in the Work. These taxes shall not be included in the Bid. The Town reserves the right to waive any technical defects in the bids; to reject bids which do not conform to the terms and conditions described in the specifications; to reject any, any part of, or all bids; to waive informalities or irregularities in the bidding process; and to accept that bid which the Town deems to be in its best interest, whether or not it is the lowest dollar proposed. If the Town determines, in its sole discretion, to proceed with the work, the successful bidder must execute and deliver the Contract for Construction of a Small Project and furnish a valid Certificate of Insurance with full policies to the Town prior to the start of any work. It is the responsibility of the bidder to ensure that it has received any and all addendums to this Invitation to Bid prior to submitting a bid. This Invitation to Bid is not binding on the Town. The Town reserves the right to revise or amend the plans and specifications from time to time as it deems necessary. This Invitation to Bid has been prepared solely to solicit bids and does not constitute a contract offer. The Town reserves the right to amend, cancel, postpone, withdraw, or resubmit this Invitation for Bid at any time if it is in the best interest of the Town to do so.
