As of April 8, 2025, project has been awarded. Engineer identified. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on January 29, 2025, at 10:00 AM at the Region One/District One Office in Schaumburg. Engineering services are required for the preparation of a Planning and Environment Linkages (PEL) Study for the improvements of all the structures on I-90/94 (Dan Ryan Expressway) that extend east of Ohio Street to west of 31st Street. This study will be conducted in accordance with the Statewide and Metropolitan Planning Regulation 23 CFR 450 and other FHWA policy on the PEL process. This process allows early planning-level decisions that considers environmental, community, and economic goals that can be carried forward to accelerate future National Environmental Policy Act (NEPA) activities. The study may include identifying the purpose and need, logical termini, corridor definition and the transportation problem statement. Work may include but is not limited to explore financial and congestion management strategies, such as managed lanes. The Consultant will be responsible for conducting/facilitating the public involvement activities that will be conducted with the general public, local, state and federal agencies in a collaborative way to obtain input early in the process following the principles of Context Sensitive Solutions. An evaluation of the existing conditions and operational performance of the corridor, identification of future mobility and safety needs and evaluation and documentation of alternatives, which will be the basis of future environmental and preliminary engineering studies as individual projects, if any, are identified with this study. There are approximately 36 bridge structures throughout the study limits, including the Hubbards Cave and the Dan Ryan Elevated Bridge; which are both approaching the end of their service life. Innovative proposals for these structures that maximize the existing footprint and avoid impacts to the adjacent area will be part of the alternative analysis process. The completion date for this contract will be 48 months after authorization to proceed.
