Reference Number 0000281370 Question Acceptance Deadline 2024/11/18 12:00:00 AM CST Manitoba Hydro requires engineering consultant services to develop planning level site specific concepts, cost estimates and schedules for potential new combustion turbines to determine a preferred development concept and to support a range of enterprise processes. The consultant is invited to quote on the development of planning level concepts, cost estimates and schedules for combustion turbines, as well as to provide technical advice and support. The level of effort proposed should assume that Manitoba Hydro will provide review and direction, with the consultant responsible for the bulk of the work required. It is anticipated that the scope of work will primarily be a desktop exercise using knowledge from interactions with industry and Manitoba Hydro planners and operators. Any foreseen field studies or site visits to accomplish the objectives should be included in the proposal. 2.1 Develop Planning Level Concepts, Cost Estimates & Schedules The Services shall consist of all that is required for the development of concepts, cost estimates, and schedules as described, including (but not limited to) the following: • Evaluate combustion turbine types, sizes and features that maximize value, minimize cost, meet technical, operational and schedule requirements, and comply with environmental regulations. This shall include gathering the technical information for the use cases including, but not limited to, peaking operation, drought support and transmission voltage support. Develop planning level concepts and deliver cost estimates and schedules for new combustion turbines at three locations. The concepts are to achieve a buildout of approximately 600 MW by 2030 and an additional 600 MW by 2040. The proposed sequence of turbine installations at the sites is to be determined and evaluated collaboratively with Manitoba Hydro based on concept costs and value to the Manitoba Hydro system. The schedules are to include engineering, environmental licensing, procurement, construction, and commissioning activities. Concepts, cost estimates, and schedules shall be developed for eight (8) concepts at the following three (3) sites in Manitoba: Site #1-Brandon Generating Station (BGS) BGS is an existing active brown field generating station with retired coal assets and two 140 MW simple cycle combustion turbines operating since 2002. Develop concepts for the addition of one, two and three new combustion turbines. The combustion turbines are to be 200 MW to 300 MW each, for a total of 600 MW t? 900 MW. Assume that a new control room, administration space required to support the new units.. , and maintenance facilities are Determine how to integrate the new units into the existing site that is most efficient and cost effective considering existing infrastructure, space requirements, cost, and schedule. Site #2-Selkirk Generating Station (SGS) SGS is a brownfield site with a recently retired coal/gas fired generating units. Recently retired assets remain on site. Develop a concept for new combustion turbines totalling up to approximately 150 MW based on the existing natural gas supply and transmission limitations. Assume that new units will be controlled remotely. Determine how to integrate the new units into the existing site that is most efficient and cost effective considering existing infrastructure, space requirements, cost, and schedule. Site #3-Greenfield Site Assume that a new facility will be developed on land procured near Winnipeg. Develop concepts for the addition of one, two, three, and four new combustion turbines. The combustion turbines are to be 200 MW to 300 MW each, for a total of 800 MW to 1200 MW. Concepts are to be developed to include all the owner's scope that is required up to the point of transmission interconnection (high side of the Generator Step up Transformer) and connection to gas service (gate station outside the plant). Include all infrastructure required to support operations including modifications to existing infrastructure. Items beyond the 'fence line' will be out of scope, that is, the transmission line and switchyard and natural gas pipeline are out of scope. In addition, decommissioning of existing assets is out of scope except where it is required for the construction of new combustion turbines. The following design elements are the default parameters for the concepts and cost estimates.
