The estimated MACC is one hundred fifty million dollars ($150,000,000.00) excluding sales tax. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Goal: DBE Goal 4% Description: This project will install a pre-treatment system, increase storage capacity for high BOD, and upgrade the existing mechanical and electrical systems as required for a fully operational Industrial Waste Treatment Plant. Pursuant to RCW 39.10, the Port of Seattle (Port) invites the submittal of Proposals from firms, or teams of firms, interested in providing General Contractor/Construction Manager (GC/CM) services for the Industrial Wastewater Treatment Plant Enhancements (IWTP) project at the Seattle-Tacoma International Airport. The Port is utilizing two contracts to achieve the GC/CM project delivery method. The first contract (the GC/CM Preconstruction Services Agreement) covers the performance of Preconstruction services and is intended to culminate in the negotiation of, and agreement on, a maximum allowable construction cost (MACC) and schedule for the construction of the Project, which would be covered by a second contract (GC/CM Construction Contract). SCOPE OF WORK: This project will install a pre-treatment system, increase storage capacity for high BOD, and upgrade the existing mechanical and electrical systems as required for a fully operational Industrial Waste Treatment Plant. The project includes the following proposed improvements to the IWTP, which are detailed further in the Basis of Design Report: o Addition of a new on-site biological "aerated gravel bed" (AGB) treatment system to allow discharges of treated industrial wastewater to Puget Sound in accordance with NPDES permit discharge limitations. o Addition of a 5 Million gal fully buried prestressed concrete storage tank at the AGB site ("AGB Tank") to expand high BOD industrial wastewater storage capacity. o Splitting existing Lagoon 3 (low BOD storage) into two lagoons using a berm, resulting in a new high BOD lagoon ("Lagoon 4") and a reduced size low BOD lagoon ("Lagoon 3"). o Realignment of the existing Puget Sound outfall to go around the proposed expanded footprint of Lagoons 3 and 4. o Modifications to existing IWTP dissolved air flotation (DAF) system, including replacement of DAF units and associated infrastructure with larger capacity units. o Modifications to existing IWTP solids handling system, including replacement of the existing decant tanks with a gravity thickener unit. o Modifications to controls and flow routing schemes to integrate new and existing infrastructure, as detailed in Section 7 of the Basis of Design Report. The anticipated project duration is 5 years. The Port of Seattle, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Any person who believes they have been aggrieved by an unlawful discriminatory practice under Title VI has a right to file a formal complaint with the Port. Any such complaint must be in writing and filed with the Port's Title VI Coordinator within one hundred, eighty (180) days following the date of the alleged discriminatory occurrence.
