Site work for a bridge / tunnel in Kaneohe, Hawaii. Working plans call for site work for a bridge / tunnel.

Federal Highway Administration (Fhwa) and State of Hawaii Department of Transportation, Highways Division (Hdot) Propose the Culvert Repair Project. This Federally Funded Hdot Project is Considered a Federal Action and Undertaking, as Defined by Section 106 of the National Historic Preservation Act (Nhpa) of 1966, as Amended (2006). The Proposed Project is Located in Kaneohe, Oahu, Hawaii Near Interstate Route H-3, Just South of Where It Crosses Likelike Highway. East of the H-3, There is an Existing Ground-level Connector/service Road That Provides Access to the Viaduct Structure. Luluku Stream Flows East, Crosses Under the H-3 Viaduct, and Flows Under the Connector/service Road Through a Corrugated Metal Pipe Culvert Which Was Installed in 1989. Please Refer to the Location Map. In 2019, a Portion of the Culvert Failed and Undermined the Connector/service Road, Causing Damage to the Downstream Portion of the Culvert and Surrounding Embankment. Damage to the Culvert Was Reported to Hdot by the Luluku Farmers Association, Who Are the Recognized Cultural Stewards of That Area. Repair of the Culvert is Necessary to Ensure No Harm Comes to the Surrounding Historic Sites. The Proposed Work is to Repair the Existing Culvert Located on Hdot Lands. To Access the Culvert Outlet and Inlet, Temporary Access Paths Will Be Constructed. The Area of Potential Effects (Ape) is Within Hdot Property and the Adjacent Privately Owned Property, T.m.k. (1) 4-5-041:017. The Area of the Ape is Approximately 3.70 Acres. It Includes the Area of the Existing Connector/service Road, Culvert, and Area Within the Adjacent Privately Owned Property for Construction Access to the Existing Culvert Outlet. Construction Staging, and Stock Piling Will Be Within the Limits of the Ape. The Area of the Ape Includes All Previously Disturbed Areas. All Historic Sites Will Be Avoided. Archaeological Monitors Will Be Utilized for Identification Purposes Per Hrs 6e. Pursuant to Section 106 of the Nhpa, Native Hawaiian Organizations and Native Hawaiian Descendants With Ancestral, Lineal or Cultural Ties to, Cultural and Historical Property Knowledge of and/or Concerns for, and Cultural or Religious Attachment to the Proposed Project Area Are Requested to Contact Hdot. Other Individuals and Organizations With Demonstrated Legal, Economic or Historic Preservation Interest in the Undertaking Are Asked to Contact Hdot and Share Information You May Have on Historical and Cultural Sites That You May Have Knowledge of Within the Proposed Ape. We Welcome Any Information Within 30 Days of Notice.
