Site work and paving for a mixed-use development in North Lauderdale, Florida. Working plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; sidewalk / parking lot; and sidewalk / parking lot.

The project is on hold, and the Commission may cancel the project. The City of North Lauderdale is requesting electronically sealed proposals to engage qualified firms to submit proposals (RFPs) for the Design/Build of the Carl Fusco Enhancements Project for Step 1. The purpose of this solicitation is to seek a contractor to comply with the HUD regulations for CDBG project to enhance Carl Fusco Park including architectural design and installation of a passive art garden, ADA accessibility measures, canopy for shade, widening of walking trail, fencing, park signage, benches and landscaping for park. This project is federally funded through a Community Development Block Grant (CDBG); therefore, Contractors must complete this project in accordance with applicable regulations contained in Title 2 Code of Federal Regulations (CFR) Part 200, as well as regulations promulgated by applicable Federal Agencies, including OMB, FEMA, and FHWA, as well as Florida State Agencies FDOT, FDH, NRCS, SFWMD, and FDEP in conjunction with any grant requirements and the Citys needs. Per Grant Requirements This is a Federally Funded Project That Must Meet All Federal Guidelines, Including, Davis Bacon Wage Rates, and Related Acts as Well as Section 3. Limited English Proficiency (Lep) - the Following Information for Lep, Translation and/or Interpretation Services Available Upon Request. If You Have Limited English Proficiency (Lep), Please Notify the Broward County Housing Finance Division (Hfd). One of Silence Notice: Proposers Are Hereby Notified That This Solicitation is Subject to a Cone of Silence Pursuant to Section 3-7 of the City Code of Ordinances. Local Vendors: the City of North Lauderdale Encourages the Active Participation by Local Vendors. This Procurement Will Not Qualify for Local Vendor Preference in Accordance With Section 3-12 of the Citys Code of Ordinances. Minority / Womens / Labor Surplus Firms Participation: the City of North Lauderdale, Encourages the Active Participation of Minority Businesses, Womens Business Enterprises, and Labor Surplus Areas Firms as a Part of Any Subsequent Agreement Whenever Possible Either as Prime Contractors or Subcontractors. If Subcontracts Are to Be Let, Through a Prime Contractor, That Contractor is Required to Take the Affirmative Steps Listed in Items (1) Through (6) Below: 1 Placing Qualified Small and Minority Businesses and Womens Business Enterprises on Solicitation Lists; 2 Assuring That Small and Minority Businesses, and Womens Business Enterprises Are Solicited Whenever They Are Potential Sources; 3 Dividing Total Requirements, When Economically Feasible, Into Smaller Tasks or Quantities to Permit Maximum Participation by Small and Minority Businesses, and Womens Business Enterprises; 4 Establishing Delivery Schedules, Where the Requirement Permits, Which Encourage Participation by Small and Minority Businesses, and Womens Business Enterprises; 5 Using the Services and Assistance, as Appropriate, of Such Organizations as the Small Business Administration and the Minority Business Development Agency of the Department of Commerce. 6 Requiring the Prime Contractor, if Subcontracts Are to Be Let, to Take the Affirmative Steps Listed in Paragraphs (1) Through (5) of This Section. The City of North Lauderdale Reserves the Right to Reject Any or All Proposals, to Waive Any Informalities or Irregularities in Any Proposal Received, to Readvertise This Rfp, or to Take Any Other Such Actions That May Be Deemed to Be in the Best Interest of the City. The City Anticipates Entering Into a Written Agreement With the Contractor, Who is Responsive, Responsible Proposer, Meeting All Specifications, and Whom Provides the Most Advantageous Solution for the City.
