As of May 14, 2025, this project was rejected due to its high cost. As such, the city is in the process of rescoping the work and will re-advertise the project in the future. The bidder must also submit with their proposal a satisfactory certified or cashier's check certified by a responsible bank, cash, or bidder's bond on the City's bond form in favor of the City of Westminster, executed by an admitted surety insurer authorized to issue such bonds in the State of California and secured through an authorized agent with an office in California, subject to approval of the City Attorney, in an amount equal to at least 10% of the amount bid. Engineers' estimate is $2.9M
