The University of California San Diego ("UC San Diego" or "University") requests a written response to this Request for Qualifications ("RFQ") for selecting an As-Needed Executive Electrical Engineer for Various Solar PV and Battery Energy Storage projects. Under the direction of the CPM Project Manager, the Executive Electrical Engineer will assist with Pre-Design, Project Programming, Space Planning, Design, Construction Documents, Assistance in the Bidding Process, and Construction Administration on an as-needed basis for select Solar PV and Battery Energy Storage projects managed by CPM. The estimated construction range per project is expected to be between $1,000,000 and $10,000,000. The total program range is from $15,000,000 to $30,000,000. Projects will be primarily located at the UC San Diego campus and occasionally at off-campus UC San Diego properties. Projects will be under the jurisdiction of the Campus Building Official and Campus Fire Marshal. UC San Diego anticipates a number of projects that will involve the study, design, and installation of rooftop or canopy mounted solar PV across various potential existing sites operated by UC San Diego. The estimated solar capacity per building ranges from 100kW to 600kW. Projects may include integration with an appropriately sized battery energy storage system, scope and inclusion to be determined by the University and in conjunction with the selected firm. Projects will vary in size, scope, and complexity with construction budgets typically ranging between $1,000,000 and $10,000,000 across various UC San Diego sites in San Diego County. Time will be of the essence for these projects. Depending upon the requirements of the University, construction may need to accommodate the academic calendar and may be executed in multiple phases. The first of these projects will be at the Mesa Housing East area of campus, comprising of 5 multi-residential high-rise buildings with up to an estimated 100kWdc solar capacity per building. Each PV system (per building) will tie into its respective main electrical service switchgear and will holistically offset the campus electrical demand in support of the UCOP decarbonization directive. Proposals are due electronically no later than 4:00 p.m., Thursday, November 14, 2024. The University is committed to promoting and increasing participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs), subject to any and all applicable obligations under state and federal law, and University policies. The selected consultant shall make best efforts to provide qualified SBEs and DVBEs with the maximum opportunity to participate. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each candidate firm may be required to show evidence of its equal employment opportunity policy. The work described in the contract is a public work subject to section 1771 of the California Labor Code. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
