Vendor shall provide all labor, materials, supervision, tools, equipment, and vehicles necessary for conducting an all-inclusive monthly and annual preventive maintenance service for a total of five (5) elevators: two (2) KONE passenger elevators and two (2) KONE freight elevators located at the St. Petersburg Police Department (SPPD) Headquarters building and one (1) KONE passenger elevator located at the SPPD Parking Garage. The City of St. Petersburg is seeking bids from qualified vendors to provide all labor, materials, supervision, tools, equipment, and vehicles necessary for conducting an all-inclusive monthly and annual preventive maintenance on five (5) elevators located at the Police Headquarters Building and Parking Garage. 4.2. Contract Term The initial term of agreement will be for five (5) years with one (1), two-year renewal period by written mutual agreement of the parties. 4.3. Minimum Qualifications At a minimum, Vendor must meet the following qualifications: Have been in the business of providing maintenance and repair services for freight and passenger elevators including control equipment as described herein for a minimum of five (5) years. Must possess an active Registered Elevator Company License with the State of Florida Department of Business and Professional Regulation. Ensure employees performing the services of any resulting contract possess an active Certified Elevator Technician or Certified Elevator Inspector certificate with the State of Florida Department of Business and Professional Regulation. Upon request of the city, provide evidence of financial stability and viability to fulfill the commitments of this Agreement. Ability to secure parts for emergency repairs. Ability to obtain the minimum insurance requirements set forth in this Agreement. Own or have immediate access to the equipment required to provide services. Be able to provide services without the use of subcontractors. Successfully pass police background check. Attend the mandatory on-site pre-bid visit. 4.4. Vendor Responsibilities At a minimum, Contractor will provide and meet the following responsibilities: Provide a single point of contact (Account Manager) to administer the Agreement. Maintain Minimum Qualifications as stated in bid for the term of Agreement. Equipment and materials provided shall include all elevator car cabs (internal and external), hoist ways, pits, rails, cabling, machine room equipment and all other pertinent elevator systems. Provide on-site assistance for annual fire system elevator shaft device certification and testing (access to top of shaft fire system devices). Provide on-site assistance for annual Florida Department of Business and Professional Regulation (DBPR) elevator certification and testing. Perform eleven (11) Monthly Preventive Maintenance (PM) Services and one (1) annual certification service for the five (5) elevators and systems. Monthly tasks to be completed shall include, but not limited to: Follow recommended traction elevator tasks (See "Traction Elevator Modules and Tasks" attachment) Ensure Pit is clean Check hoist-way lighting Visual inspection of car and hoist-way Ensure all car control panels are operable Ensure car stops level with corridor floor Inspect braking system Inspect interior and exterior of car make repairs as needed Review alarm log history and make adjustments as needed Check controller electrical connections to ensure clean and tight Check pit pump operation Lubricate sheaves and pulleys as required Test all elevator safety systems Clean and test door sensors as required Perform system diagnostics, complete adjustments and software upgrades as needed Perform cleaning of affected work area (s), remove debris from site Employ appropriate safety measures when working in pit Annual Tasks to be completed shall include and are not limited to the following: Lubricate each elevator car cabling, Load test each elevator system Service Scheduling Facility Manager will coordinate with vendor the schedules for preventative maintenance (PM) frequencies. PMs will be issued on the first Monday of each month that the PM falls on in accordance to PM frequencies. Vendor will communicate with Facility Manager and/or his/her designee to schedule dates, times and specific durations as required to complete each PM task as assigned. Documentation Vendor will provide a detailed report on company letterhead (service report) to the owner outlining their findings while completing the work, materials used, accurate labor hours per technician and list recommendations as needed. Vendor will be required to input the SPPD PM Work Order on their service report which will be placed on the Computerized Maintenance Management System (CMMS) PM work order by the SPPD. Corrective Repairs All repairs not deemed inclusive or in-part to the agreed upon service contract will be presented in detail to the owner prior to commencing work. The proposed costs will include labor hour costs, materials costs, equipment rentals and all warranties for the repairs. All questions must be submitted via City's online sourcing system's Question & Answer feature no later than 3:00 pm on Tuesday, November 19, 2024.
