Reference Number 0000281746 Question Acceptance Deadline 2024/11/28 12:00:00 AM CST The ESP will be required to develop a 2D hydrodynamic model (unsteady) using HEC- RAS 2D software for the Birdtail creek from Riding Mountain to Assiniboine river as shown in Appendix A; and to produce sealed Flood Hazard Maps for a 1 in 200-year flood. The HEC-RAS 2D hydrodynamic model shall capture the flood extent for a 1 in 500-year flood. Conduct data review and site visit: • The ESP shall be responsible for processing and reviewing historically available data provided by MTI as described in Section 5 below, identifying data discrepancies or gaps and determining its suitability for use and collecting, processing, and reviewing any additional data that may be required to complete this study. The ESP may be expected to conduct a field visit after reviewing available data to clarify any discrepancies in data that may have been identified during the review stage, determine if there are any significant data gaps and confirm the suitability of the existing data for use, and as such ESP should budget for this confirmatory field visit. The cost to collect any additional data that the ESP may identify as a data gap should be excluded from the financial proposal (Envelope 2). MTI has an extensive database of culverts within its infrastructure, but collection of limited culvert data may be required. • MTI will provide frequency peak flows for six return periods (1:20, 1:50, 1:100, 1:200, 1:300 and 1:500 years) The ESP is expected to conduct an in-depth review of the frequency flows to be provided by MTI. The review will consist of confirming that the data provided by MTI meets project specifications. The ESP must develop a methodology to obtain and synthesise all hydrologic inputs that are necessary for the model domain (mainstem, tributaries and local contributions) The ESP must calibrate and validate the hydrodynamic model. The calibration and validation periods must include, but not be limited, to the following: Conduct unsteady state model calibration for two major flood years at a minimum of two locations. Conduct unsteady state model validation for two more flood years at a minimum of two locations. Both flow and stage should be calibrated and validated. The model shall reproduce flows and stages for the calibration and verification runs to a tolerance of ± 5% for peak flows and ± 0.15m for peak stages, as compared to recorded data. Deviations between simulated and recorded values from the mid part of the rising limb to the mid part of the recession limb should be less than ± 5% for flow and ± 0.15m for stage. The timing of the peak flow and stage for the event should be correct to within one or two days.
