Reference Number 0000281703 Question Acceptance Deadline 2024/11/28 04:00:00 PM CST Manitoba requires vendor(s) for supply, delivery of propane fuel when needed by various stakeholders as well as maintaining storage tanks used in storing the fuel, and repair of equipment powered by propane. The scope of deliverables includes but not limited to supply, delivery of propane fuel when required, maintenance of propane storage tanks, and repair of propane-powered equipment. BULK PROPANE SPECIFICATIONS Bulk propane and tanks supplied by the Contractor or Manitoba shall meet and be maintained according to the Canadian General Standards Board (CGSB) propane standards, as well as the following requirements: The GAS and Oil Regulation Manitoba: must permit the locations for the new installation CSA B149.2-15: Adherence to the minimum code for tank installations and ensure inspection of piping and accessories Steam and Pressure Plants Act and Regulation: Tanks must be registered, as well as inspection of pipping and accessories CSA B51; Compliance with standard requirements for pipping and quality control CAN/CGSB-3.14-2018 "Propane for Fuel Purposes": Follow the most recent edition All parts, labour and accessories (including regulators and vaporizers) required to maintain tanks functionality and propane supply above standards must be kept operational and maintained in accordance with all codes and regulations. When submitting bid(s) for any location, the bid pricing must include the cost to furnish and maintain a tank at that location. Bulk Propane Deliveries Delivery locations and any additional provisions applicable for the bulk propane will be included in the Purchase Order All bulk propane must be delivered to storage tanks at the locations within each region as specified in the Agreement. All bulk propane deliveries shall be metered and recorded by the Contract Vendor. The Contract Vendor shall keep record of the time of delivery made and when Purchase Orders were received from the Purchaser. Continued late deliveries and decrease in service level may adversely impact the Purchaser's operations or functions that require propane in a timely manner. By written agreement between the Purchaser and the Contractor, the Agreement may be amended to include additional bulk propane products or locations currently not specified in the RFSO, if the locations are operated by Buying Group members identified in the RFSO. Bulk Propane orders to new locations shall be provided at the same quote for the region it belongs to. Winter road deliveries (if required) shall commence immediately upon notification that Manitoba Infrastructure (MI) has opened the winter road network for travel by heavy traffic, to Buying Group facilities only accessible through the winter road network. The winter road network is typically open from mid-January to mid-March, depending on weather.
