The Naval Facilities Engineering Command (NAVFAC) Northwest is seeking certified Historically Underutilized Business Zone (HUBZone) firms, certified 8(a) firms, and certified Service Disabled Veteran Owned Business (SDVOB) firms with current relevant experience, personnel, and capability to perform the Architect/Engineering (A-E) services required for a firm fixed price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Multidiscipline Projects at various facilities within the NAVFAC Northwest AOR including the states of Washington, Oregon, Idaho, Montana, Alaska, North Dakota, South Dakota, Nebraska, Minnesota, Iowa, and Wyoming, with most of the work occurring in Washington state. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ period of performance is for a base period of (2) two years and one three (3) year option period for maximum duration of 60 months. The total value for the contract term is anticipated not exceed $200,000,000 (M). The work is anticipated to include, but is not limited to, architectural design engineering services and Post Construction Award Services (PCAS). Services include preparation of Design-Build (DB) requests for proposals (RFPs) and 100% Design-Bid-Build (DBB) construction documents for various project types. The work requires A-E services necessary for the preparation of technical statements of work that will be used in soliciting DB contracts. The A-E may be required to assist in evaluating design-build proposals and reviewing design-build contractor design and construction submittals to ensure that they meet the RFP requirements. Services may also include field investigation and facility damage assessments after natural disasters. The A-E may prepare 100% plans and specifications for advertisement. Performance duties include but are not limited to architectural programming, geotechnical investigation, surveying, cost estimating and Military Construction Project Data (DD 1391) preparation and other preliminary project documentation. On-site gathering and on-site schematic development charrettes may be used on some projects. In addition to services directly related to design, the following services may be required during the life of the contract: studies, surveys, review of shop drawings, mechanical and electrical system commissioning, construction consultation and construction inspection services, preparation of Operations/Maintenance manuals, and construction record drawing preparation. On DB RFPs, A-E services may include comprehensive asbestos and lead paint surveys which will designate for the removal and disposal of these hazardous materials in accordance with applicable laws and regulations. The work associated with this contract will involve one or more of the following disciplines: architectural, civil, structural, mechanical, electrical, fire protection, environmental, commissioning, and cadastral engineering disciplines at inland or waterfront locations. If needed, studies and collateral equipment lists shall be included. Projects in these contracts may include third-party sustainability certification systems such as Leadership in Environmental Engineering and Design (LEED) by U.S. Green Building Council (USGBC) or Guiding Principle Compliance (GPC) by USGBC or the Green Building Initiative. All work shall be done in either English or metric units, as directed by the Government. The contractor shall not be able to propose on design-build construction awards for which the firm or any of the firm's subcontractors has assisted the Government in the preparation of the design-build technical statement of work or 100% plans and specifications for advertisement. Concurrent task order awards from approximately $100K studies to $10M task orders in support of large, complex designs and engineering services with less than one year to perform services in preparation of construction packages may be anticipated. The North American Industry Classification System (NAICS) Code is 541330 - Engineering Services - with a Small Business Size Standard of $25.5 million. All certified HUBZone firms, certified 8(a) firms, and certified SDVOB firms are encouraged to respond. Firms that are currently certified as large business but are eligible to be certified HUBZone firms, certified 8(a) firms, and certified SDVOB firms under the current size standard are also encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the acquisition strategy. The Government is not obligated to and will not pay for any information received from potential sources because of this announcement. It is requested that interested sources submit to the contracting office a brief capabilities statement package (no more than 8 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the requested services identified in this survey. This documentation shall address the following: Company Information: On a maximum of one page, provide the company profile to include number of employees, primary point of contact, Unique Entity Identifier (UEI) number, CAGE Code, and statement regarding small business designation and status. Resumes: On a maximum of five double-sided pages, provide 5 resumes for key personnel that would be responsible for completing the required services. Please include license numbers and state identification on resume. Relevant Experience: On a maximum of two double-sided pages, list no more than ten specific, completed, recent (within past three years) projects that demonstrate experience in the required services. List each project by a brief paragraph listing the project title, location, cost, completion date and how each project reflects experience in the required services. Again, each project shall be one paragraph in length Additional Information: On a maximum of one single-sided page, provide two brief paragraphs, one addressing "Location" and one addressing "Capacity". Entitle the first paragraph "Location" and within that paragraph indicate the location of the firm's main office and branch offices and describe the team's knowledge and availability to work in the proposed geographical area. Entitle the second paragraph "Capacity" and within that paragraph indicate the number of employees within the firm responsible for providing civil engineering services. The Offeror/Contractor must demonstrate adequate in-house staffing capable to self-perform at least 50 percent of the cost of the contract as required by FAR Clause 52.219.14 (b)(1) Limitation on Subcontracting.
