Site work and new construction of a mixed-use development in Hillsboro, Missouri. Completed plans call for the construction of a municipal facility; and for site work for a municipal facility.

City of Hillsboro (Owner) is requesting Bids for the construction of the following Project: 750K Composite Elevated Tank, Well, & Public Works Building H&S Project No. 2015600 The Project includes (3) three separate contracts as follows: Contract #1 - Deep Well; work includes drilling new 650 gpm well, setting pump and piping, and installation of pitless unit. Contract #2 - 750K Gallon Composite Elevated Water Tank; work includes constructing new tank and accessories, electrical and controls, and buildout of the base and mezzanine floors. Contract #3 - Public Works Building; work includes new prefabricated metal office/maintenance building including mechanical, plumbing, electrical, site work grading, access road, and yard piping. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The project is located north of Hillsboro, Missouri, approximately 650 feet southwest of the intersection of Old Highway 21 and Gold Finch Lane as shown in Figure 1. Our understanding of the project and site development is based on the preliminary drawings titled "City of Hillsboro, Jefferson County Missouri, Hillsboro 750K Tank, Well and Public Works Building, Tank and Well Grading Plan" dated September 27, 2024 and our email and phone correspondence with Homer & Shifrin, Inc. We understand that the project consists of a new elevated composite water tank and well. The new tank will have a 750,000-gallon capacity with a concrete pedestal base approximately 32 feet in diameter, and a total height of about 137-feet. The tank will be located in the northeast corner of the site. The office/garage building will be located in the southwest corner of the site. Preliminary structural loads were provided in an email dated October 8, 2024 between Horner & Shifrin and the tank manufacturer, Landmark. The total dead load of the structure including the foundation and soil above the foundation was provided as 10,771 kips. We understand based on the grading plan and our correspondence with Homer & Shifrin that the finished floor elevation of the slab within the tank base and the finished floor of the office/garage building will be about elevation 803-feet. Based on the provided site plan, cuts up to about 9 feet and fills up to about 6 feet may be required. Based on our reconnaissance of the site and the provided grading plan, the proposed area of the new tank and building lies on an east/west trending ridge that slopes down in elevation from north to south with a grade change of about 15 feet within the property limits. The site is currently devoid of structures and was cleared of large trees several years ago. A. The Mixing System is defined as a passive supplemental system installed within a potable water storage reservoir which utilizes the energy provided by the pumped inlet water supply and generates a sufficient inlet momentum to achieve a complete homogeneous blending of the water volume within the reservoir with the inlet supply flow. Determination of complete blending shall be defined by the modeling requirements and supporting hydraulic analysis as conducted by each individual manufacturer for their specific system configuration. B. The specifications in this section include all components of a bi-directional flow manifold equipped with variable orifice inlet nozzles and outlet check valves that are NSF61 certified. The manufacturer shall be responsible for designing the system in accordance with the hydrodynamic criteria defined within these specifications and submit design calculations verifying compliance in accordance with the submittal requirements. C. The complete Mixing System shall be supplied by a manufacturer to maintain single source responsibility for the system. The complete system shall be defined as all piping and appurtenances within the tank downstream of the tank penetration. Appurtenances include pipe, fittings, horizontal and vertical pipe supports, expansion joints, variable orifice nozzles, and any other equipment specified within this section of the specifications.
