The City of Bangor Water Quality Management requests proposals for the replacement of the in-house breathing air compressor and fill station at the Bangor Central Fire Station. The City of Bangor (City) requests proposals for the replacement of the in-house breathing air compressor and fill station at the Bangor Central Fire Station. The current system is from Scott, and it was installed in 2010. The compressor is a 15-hp, 3-phase, 6000-psi Ingersoll Rand, and the station is a Revolve Air System. Attached to this are four (4) 6000-psi bottle storage tanks and a 6000-psi fill hose for our Cascade system. Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M., Friday, November 22, 2024. The City will provide a response by 4:30 P.M. on Friday, November 29, 2024. VI. Late Proposals It is the responsibility of the Proposer(s) to see that their proposals have sufficient time to be received by the Purchasing Department before the submittal deadline. Any proposal, portion of a proposal, or requested proposal revision received at the City Purchasing Department after the time and date specified, will be returned to the Proposer unopened. VII. Withdrawal of Proposals No Proposer may withdraw their proposal for a period of ninety (90) days from the date of opening. All proposals shall be subject to acceptance by the City during this period. To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal in writing. All costs associated with the withdrawal (i.e. mailing fees) will be borne by the Proposer. VIII. Rejection The City reserves the right to reject any proposals, waive any informalities or defects in proposals, or accept a higher cost proposal if it is deemed to be in the best interest of the City. The City also reserves the right to request clarification, of any details, from the successful Proposer. The City is requesting two (2) separate proposals for this project: A. Proposal One (1) 1. Compressor with a minimum of 15hp, filling to a minimum of 6000-psig (current bottles), a charging rate of 15scfm, and single or 3-phase. 2. Fill Station with a minimum capability to fill two (2) SCBA bottles at a time, with three or four (3 or 4) being ideal. 3. Installation of a compressor and fill station in the current area as the old system. 4. System can be an all-in-one or separate pieces. 5. Removal of old compressor and fill station. 6. Any potential trade-in value of the current compressor or fill station. 7. Provide training on operations for four (4) crews. B. Proposal Two (2) 1. Compressor with a minimum of 15hp, filling to a minimum of 6000-psig (current bottles), a charging rate of 15scfm, and single or 3-phase. 2. Ability to adapt and connect a new compressor to the current Revolve Air System. 3. Installation of a compressor in the current area and potentially moving the fill station to the same area as the compressor. 4. Removal of the old compressor. 5. Any potential trade-in value of current compressor or fill station. 6. Provide training on operations for four (4) crews. C. Both must be able to fit within an area of 96" wide, 60" deep, and no more than 73" tall. D. Both must be able to adapt or add a new 6000 psi filling hose or reel for the Mobile Cascade System, being no less than 50ft in length (if adding a new, add to both Proposal one (1) and two (2)). E. Both must be able to adapt and use the current four (4) 6000 psi storage tanks. XI. Warranty Proposer must provide information on equipment, installation, and workmanship warranties for all provided elements of the proposal. XII. Qualifications of Proposer To be considered, proposals must provide documentation that meets the following minimum qualifications: A. The Proposer must have qualified and trained staff with sufficient backup personnel to successfully complete the contract requirements. Personnel must include experienced, certified "industry standard" staff available for system design and system implementation. Experience with government and municipalities is preferred. B. The Proposer must have the capability to supervise and monitor the program, ensuring satisfactory provision of services. C. The successful Proposer shall provide evidence of insurance. D. The successful Proposer shall be able to provide or recommend a company for comprehensive service and annual air sampling per the current version of the National Fire Protection Association (NFPA). XIII. Contract Award The City will select the proposal deemed most advantageous, appropriate, and beneficial to the City. The evaluation of proposals and determination of the award will be at the discretion of the City, and its judgment shall be final and without right of recourse by any Proposer.
