Questions Due Date: Nov 13th 2024, 2:00 PM MST Online Portal Issuing Procurement Unit: State of Utah Division of Purchasing Conducting Procurement Unit: Wildlife The purpose of this IFB is to enter into a contract to provide: Fencing Tooele County according to Attachment B Scope of Work . Mandatory Site Visit: none. It is anticipated that this IFB will result in a single contract award to the lowest cost responsive and responsible vendor. Vendor must guarantee its pricing through the completion of the project. Location and Access to Work Site The project site is located on U.S. Army Dugway Proving Ground (DPG), approximately 38- miles southwest of Tooele, Utah, in the Cedar Mountain Range (Figure 1). The DPG front gate can be accessed from two directions. From Salt Lake, take I-80 west to exit 77, then take Highway 196 37 miles south to the gate. From Tooele, take Highway 36 south to Highway 199, take Highway 199 west to the front gate. After proceeding through the gate the springs can be accessed by taking Stark road west and using improved and unimproved roads north to the springs. All contractors will need to pass a background screening and have U.S. citizenship. They will also be required to check in and out with Dugway Range Control via phone or radio every day to access the work site. Period of performance will begin October 21, 2024 and end May 15, 2025. The Contractor will be required to start and complete the construction of the Cedar Spring fences within the performance time identified above, provided weather conditions permit. If it is the intent of the contractor to work at either site between April 1 and May 15, 2025, the Contractor must coordinate with the Contracting Agency to conduct migratory bird surveys. A minimum of two weeks' notice must be given to the Contracting Agency if work is to be implemented between April 1 and May 15, 2025, so that these surveys can be planned and implemented. No work can be implemented within this time frame without the identified surveys.
