Renovation of a playground / park / athletic field in Natural Bridge, Virginia. Completed plans call for the renovation of a playground / park / athletic field.
Scope of Work The Contractor shall furnish all materials, labor, equipment, and supervision to according to Scope of Services listed below. Contractor is responsible for maintaining all necessary insurance and licenses as required. Contractor shall provide documentation before work can begin. Work Dates: Contractor must coordinate work dates with the park. The work must be scheduled within 7 days of issuance of purchase order and completed within 30 days or by January 15, 2025. Any deviation from this schedule must be approved in advance by the park. Work Hours: All services shall be performed, unless mutually agreed upon by the Contractor and the Park Representative, during normal business hours, between the hours of 8:00 A.M. TO 5:00 P.M., Monday through Friday, except for State & Federal Holidays. Scope for Services Contractor shall provide all labor, materials, tools, equipment, and supervision necessary to completely remove and replace all eighteen (18) existing windows at the Azalea House residence located on the grounds of Natural Bridge State Park. A. Contractor Responsibilities i. Contractor will be responsible for cleaning, preparation, and inspection of window encasements for wood boring pests and any framing components that may have been compromised due to moisture damage and notify park of any visible issues that may cause future damage for treatment prior to installing new windows. ii. Contractor will be responsible for measuring all windows to ensure accurate sizing for replacement. iii. Contractor must prepare the workspace by covering floors to protect from construction dust and debris. iv. Carefully remove existing windows, ensuring minimal damage to surrounding areas. Remove all old caulking and insulation materials. v. All window openings shall be wrapped/flashed according to window manufacturer's installation requirements. vi. Install new windows meeting minimum specifications (listed below), ensuring all are level and properly aligned. vii. Apply new insulation materials around windows and seal with appropriate caulking to ensure a tight, weatherproof fit. viii. A final inspection will be conducted with park staff to ensure all windows are installed properly and worksite is clean. The walk through will also include the operation of each newly installed window for lock engagement, sash tilt, and closing reveal. ix. Contractor is responsible for ensuring all interior and exterior trim work that is removed during the work is reinstalled and properly caulked and painted. B. Window Specifications: Anderson Double-Hung 100 series window or "agency approved equivalent" i. White Vinyl ii. Low-e Argon gas filled iii. Double Pane iv. Include full screens Bidder's quoting an alternate window brand must provide those details with quote submission. C. Hazmat Testing: Recent testing has shown NO signs of asbestos present in the structure. D. Warranty: i. All window warranty information must be provided at time of completion ii. Contractor must provide a minimum of (1) one year installation warranty at completion of work. Contractor Requirements 1. Contractor is responsible for maintaining all necessary insurance and licenses as required and provide documentation before work can begin. All contractor personnel shall be fully qualified and trained. 2. Contractor shall be legally qualified and licensed by the Virginia Department of Professional and Occupational Regulation, Board for Contractors, to perform all work included in the scope of the contract. 3. Contractor shall maintain a Class B or higher contractor license. 4. Contractor registration is required in accordance with Section 54.1-1103 of the Code of Virginia. 5. The Contractor shall ensure that all OSHA safety regulations are followed throughout the course of the project. The area shall be clearly marked with "work in progress signs" and/or caution tape. Proper signage usage when working in a public right-of-way or where the safety of the public must be maintained. 6. The Contractor shall maintain a clean work site continuously throughout the duration of the project. 7. The Contractor shall be responsible for removal and disposal of all debris as a result of this project. The Contractor shall be responsible for removing all discarded or unused material, trash and debris off the park's premises. 8. It is the Contractor's responsibility to verify any information, measurements and obtain any clarifications prior to submitting the bid response. DCR is not liable for any errors or misinterpretations made by the Contractor in response to this solicitation. 9. No portion of this work shall be sublet to subcontractors without first securing written consent of the Agency. Bid Format 1. All pricing shall be all-inclusive. 2. Award will be made on a Grand Total basis. 3. The awarded vendor shall provide a valid Certificate of Insurance (COI) prior to work beginning on any state owned or controlled property. Vendors that fail to provide a COI that meets the Commonwealth's requirements as outlined in the Agency Procurement and Surplus Property Manual (APSPM) and Vendor's Manual will not be allowed to commence work.
