403873 FLW AIT Barracks Complex II Phase 2 Construct a new Advanced Individual Training (AIT) Barracks Complex at Fort Leonard Wood, Missouri, to support 600 soldiers. The project includes two five-story barracks wings, a third wing with multipurpose and support spaces, two covered training areas (CTAs), and two lawn equipment buildings (LEBs). Facilities must incorporate tornado/storm protection, fire detection and suppression systems, integrated energy monitoring and control systems (EMCS), intrusion detection systems (IDS), alarm systems, and antiterrorism/force protection (AT/FP) measures. Special foundations and seismic modifications are required due to site and soil conditions. Construction spans all trades and disciplines including demolition, concrete, masonry, metals, wood and plastics, thermal and moisture protection, openings, finishes, specialties, furnishings, conveying equipment, fire suppression, plumbing, HVAC, integrated automation, electrical, communications, electronic safety and security, earthwork, exterior improvements, and utilities. Sustainability requirements include LEED v4 BD+C certification, High Performance and Sustainable Building (HPSB) compliance, and documentation of energy efficiency, water conservation, indoor air quality, recycled and biobased materials, and construction waste management. The contract is firm-fixed-price with a duration of 1,095 calendar days following a 10-day notice to proceed. Proposal submissions must include five volumes: Pro Forma Requirements, Performance Confidence, Management and Technical Approach, Small Business Participation, and Price. Evaluation is based on a best-value tradeoff process, with non-price factors significantly outweighing price. Contractors must demonstrate experience in similar large-scale projects valued at $90 million or more, especially in constrained environments. Environmental compliance includes obtaining and maintaining permits for water, sewer, stormwater, air, and land disturbance, and implementing erosion and sediment control measures. Waste management protocols mandate a minimum 75% diversion rate from landfills. Safety requirements follow EM 385-1-1, OSHA, and NFPA standards, with mandatory training and protocols for confined space entry, fall protection, and energized electrical work. Commissioning spans design through warranty phases, covering HVAC, plumbing, electrical, lighting, control systems, and building envelope, with functional performance testing and documentation. Closeout deliverables include redline drawings, as-built CAD files, operation and maintenance manuals, warranty documentation, and Facility Data Workbooks and Document Sets. Training for maintenance personnel must be video recorded and validated. Temporary facilities must be provided for both contractor and government personnel, with specific requirements for security, utilities, and furnishings. All work must comply with federal, state, and local laws, and Fort Leonard Wood regulations. The Bidder Inquiry System will be unavailable for new inquiries after 15 October 2025 in order to ensure adequate time is allotted to form an appropriate response to inquiries and amend the solicitation if necessary. If needed, the Governments intent is to have a final amendment posted by 20 October 2025 to allow adequate time to finalize proposals by the set due date.
