The City of El Cerrito is requesting both a Statement of Qualifications and Request for Proposals from qualified consultants to conduct analyses and recommend strategies to advance the goals of the City's San Pablo Avenue Specific Plan (2014/2022) Housing Element (2023), Affordable Housing Strategy (2017), and Strategic Plan (2024) which all aim to create a livable, vibrant, inclusive and diverse San Pablo Avenue corridor. This document linked below outlines the requirements for submittals to complete the scopes of work, as specified in Tasks 1 and 2. Depending upon the proposals received, the City may select one or more consultants to provide the following services not to exceed $100,000 *cumulatively 1) Conduct market and economic feasibility and analyses and prepare a San Pablo Avenue Specific Plan/Priority Development Area Implementation Plan and Strategy; and 2) Conduct market and economic feasibility and necessary analyses to prepare an Affordable Housing Policy and Anti-Displacement Strategy for the San Pablo Avenue Specific Plan/Priority Development Area. *Consultants may submit responses for one or both tasks and may be negotiable based on final budget. The City received a grant from the Metropolitan Transportation Commission (MTC) through the Priority Development Area Planning Grant to update the San Pablo Avenue Specific Plan SEIR (completed in 2022) and associated tasks. The services included in Tasks 1 and 2 are deliverables for this grant. The City is also seeking Statement of Qualifications (SOQ) as part of Task 3 for ongoing affordable housing and economic development on-call services. Qualifications will be reviewed the week of December 2, 2024. The selection committee, comprised of City staff, may conduct interviews the week of December 9, 2024. The anticipated date for the City Council awarding the contract is January 21, 2025. Please submit questions by November 13, 2024. The City is seeking qualified professionals or consultants to submit a SOQ demonstrating the ability to perform affordable housing and economic development related professional services on an on-call basis. The City intends to select up to three firms to provide these services. The term of the contract will be three (3) years with options to extend an additional two (2) years not to exceed $50,000 annually, budget dependent. This document outlines the requirements to submit a SOQ in response to this RFQ. Should the City need additional firms, or skill sets, during the term of the contract, additional SOQs may be sought. The on-call contract will be for an amount not to exceed $50,000, budget dependent. However, additional contract authority may be sought should larger projects and funding be identified. The method of Contractor Selection has not been Determined at this time.
