Seminole County is actively seeking a pool of pre-qualified construction management entities capable of providing preconstruction, construction, and repair services throughout the County on an as-needed "on call" basis. The performance of services will be under the Construction Manager-at-Risk delivery method by a Construction Manager (CM) for projects in which the estimated construction cost of each individual project does not exceed $7.5 million. The CM is to be responsible for construction project scheduling and coordination in both preconstruction and construction phases and generally responsible for the successful, timely, and economical completion of the construction project. Entry in the pre-qualification pool is an acknowledgement that the pool member satisfies the pre-qualification criteria. The performance of services will be under the Construction Manager-at-Risk delivery method by a Construction Manager (CMAR) for projects in which the estimated construction cost of each individual project does not exceed $7.5 million. The CMAR is to be responsible for construction project scheduling and coordination in both preconstruction and construction phases and generally responsible for the successful, timely, and economical completion of the construction project. Entry in the pre-qualification pool is an acknowledgement that the pool member satisfies the prequalification criteria. The COUNTY will select the pool of CMARs in accordance with the provisions of the Consultants' Competitive Negotiation Act, Section 287.055, Florida Statutes. Authorization for performance of professional services by the CMAR under this continuing contract will be in the form of written Work Order(s) issued and executed by the COUNTY and signed by the CMAR. The COUNTY makes no covenant or promise as to the number of available projects or that the CMAR will perform any project for the COUNTY during the life of this continuing contract. Each Work Order must include the professional services to be performed, deliverables, completion time, dollar amount and all necessary information and documents for the work authorization. The COUNTY reserves the right to make multiple awards under this continuing contract if deemed appropriate considering anticipated workload or other factors as determined at the time of service; with the objective of an equitable distribution of Work Orders among the pool of CMARs, provided such distribution does not violate the principle of selection of the most highly qualified CMAR. At the option of the COUNTY, the CMAR, may be required to offer a guaranteed maximum price and a guaranteed completion date or a lump-sum price and a guaranteed completion date, in which case, the CMAR must secure an appropriate surety bond and must hold construction subcontracts. Work under this scope of professional services will require the interpretation of large amounts of data prepared by the COUNTY's Architectural and Engineer consultants, while also managing input from various COUNTY departments, agencies, and Board of County Commissioners, as well as external stakeholder groups. The CMAR will always perform services as an advocate and manage the project with the COUNTY's best interest in mind. Expected professional services may include, but not limited to: Pre-construction Services Constructability Review Scheduling Financial Analysis - Cost Estimating / Value Engineering Meeting Facilitation / Stakeholder Engagement Construction Management Services
