Winnebago County desires to secure a Contractor to perform professional and technical consulting services. The Winnebago County Solid Waste is soliciting proposals from qualified consultants for the purpose of professional and technical consulting services in Winnebago County, Wisconsin. Scope of Work Winnebago County Solid Waste Department oversees three (3) closed landfills, including Sunnyview Co-Disposal Landfill, Sunnyview Monofill (Sludge) Landfill and Snell Road Landfill. It also operates the Sunnyview Solid Waste and Recycling Transfer Station, Sunnyview Landfill Customer Convenience Drop-Off Site and a Landfill Gas-to-Energy system which produces electricity for the public grid. Winnebago County is part of the Brown, Outagamie and Winnebago County "BOW/Tri-County" Regional Waste and Recycling Partnership. While services requested through this RFP only pertain to Winnebago County facilities and operations, partner Counties may request "piggyback" purchasing and the contract may be extended, with authorization of the contractor, to other units of government within the Tri-County Partnership. We are seeking a consultant(s) to provide a variety of engineering/consulting services in the following technical areas: Leachate treatment, collection and pumping Landfill gas collection, processing and combustion Final cover systems and long-term care activities Surface water management DNR coordination, communications and approvals Air permitting and reporting Greenhouse gas compliance Groundwater data management and reporting Groundwater impact analysis Contaminants of emerging concerns Landfill feasibility and Plan of Operation Solid waste facility & landfill design Landfill systems repair and maintenance Closed landfill remediation and redevelopment activities Regulatory report preparation, submission and data review Communication assistance with regulatory agencies Assistance with budget planning for projects/activities related to closed landfills, regulatory compliance and project feasibility Solid waste and recycling regional studies Community support agreements General engineering Surveying and construction staking Construction observation and documentation Question Deadline 12/02/2024 at 12:00 PM CT All questions, inquires, or requests for clarification regarding this RFP shall be submitted through electronically. No emailed or in person questions shall be allowed and no responses to any inquiries outside of questions asked electronically and their direct responses within online shall be considered official. Only questions answered by formal addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Any addendum issued as a result of any change to this RFP as originally posted shall become a part of the RFP and all shall be acknowledged by a Proposer as part of their submittal or an individual proposal may be deemed non-responsive. At the time an individual addendum is released, online users following this RFP will be automatically emailed a notification regarding such addendum. It shall be the Contractor's responsibility to check for any addenda issued as part of this RFP. All addenda issued as part of this RFP will be posted elcetronically. The initial term of this contract is for one year and may be renewed or extended (at the County's discretion) thereafter upon written mutual agreement by the County and awarded firm. County Rights The County, at its sole discretion, reserves the following rights: To supplement, amend, substitute or otherwise modify this RFP at any time To cancel this RFP with or without the substitution of another RFP To take any action affecting this RFP, this RFP process, or the services subject to this RFP that would be in the best interests of the County To issue additional requests for information or clarification from proposers or to allow corrections of errors or omissions To require any Proposers to supplement, clarify or provide additional information in order for the County to evaluate the proposals submitted To negotiate an agreement with a Proposer based on the information provided in response to this RFP This RFP does not obligate Winnebago County to contract for services specified herein. It is the responsibility of the Proposer to ensure that their proposal is submitted in the proper manner and prior to the deadline for submittal of proposals. No more than one proposal per Proposer will be accepted. All proposals submitted shall be binding for ninety (90) calendar days unless the Contractor(s), upon request of the County, agree to the extension.
