The Kansas Department of Transportation (KDOT) is seeking competitive proposals from qualified vendors to furnish rest area maintenance services, consumable supplies, grounds and minor building maintenance, and janitorial services for the KDOT Montgomery County Rest Area, KDOT No. 4-3506 at the junction of US-169 and US-400 in Montgomery County, Kansas. Contractor shall provide the services listed in accordance with this proposal and Quality Control Checklists and Rest Area Inspection Report. 4.1. Seasonal Schedule The summer schedule is defined as May 1 through October 31 (6 months). The winter schedule is defined as November 1 through April 30 (6 months). 4.2. Materials and Workmanship The Contractor shall perform all work and furnish all supplies and materials, machinery, equipment, facilities, and means, necessary to complete all the work required by this solicitation, within the time specified, in accordance with the provisions as specified. 4.3. Equipment Contractor shall provide all necessary mowing and snow removal equipment, cleaning and consumable supplies and minor building maintenance required to maintain the rest area. It will be the responsibility of the Contractor to maintain sufficient equipment as to provide the neat and orderly appearance required by the Secretary of Transportation (KDOT). KDOT wishes to establish a turn-key relationship with a Contractor for all services, including janitorial, mowing and snow removal. The Contractor shall furnish hand tools that are necessary for minor repairs. These tools should include, but are not limited to screw drivers, wrenches, hammers, and pliers. 4.4. KDOT Maintenance KDOT shall perform all major rest area maintenance repairs or replacements. These items shall include, but shall not be limited to light fixtures, lavatory fixtures and commodes, electrical wiring, utility lines, and any other major repairs considered necessary for operation of the rest area. KDOT shall be responsible for the exterior maintenance of the comfort station, except painting. 4.5. Contractor Maintenance The Contractor shall perform minor maintenance, repair and replacement work which shall include, but not be limited to: toilet tissue holders, paper towel dispensers, soap dispensers, stall partitions and latches, picnic tables, and light bulbs (KDOT will provide these items). 4.6. Snow Removal-Shared o KDOT shall remove snow from the rest area ramps and parking areas. o The Contractor shall be responsible for snow removal on the sidewalks. The Contractor shall clear the sidewalk locations of the rest area as indicated on the map (attached). 4.7. Signs Contractor shall purchase the signs to recognize their company as the contractor responsible for maintenance of the rest area. KDOT will install the signs at the entrance to each comfort station. Sign specifications are included in the bid packet. 4.8. Inspections KDOT shall be the sole judge of completed work. All operations performed by the Contractor and its employees must be satisfactory to KDOT. There will be a joint on-site inspection of the premises on a weekly basis. The inspections will be conducted within normal working hours of KDOT or as mutually agreed upon. KDOT will deduct one day's pay from the Contractor's monthly payment for any day when maintenance is not satisfactorily completed by the Contractor. One day's pay shall be the calculated monthly payment multiplied by one thirtieth (1/30). The Contractor shall provide additional services when requested at a fixed hourly rate agreed upon by both contracting parties.
