** As of 1/29/2025 The owner has determined a prequalified list of design build companies.** Supervisory Control and Data Acquisition System (SCADA). Scope Jefferson County Drainage District No. 7 is referred to in Project documents as DD7, District, or Owner. The term "Project" includes the project management, coordination, survey, design, and construction of the DD7 Supervisory Control and Data Acquisition System (SCADA) System. The Project also includes the design and construction of SCADA equipment and components at each of the DD7's 20 separate pump stations as well as the control center located at Pump Station 1, various level monitoring sites, retention pond sites, and diversion gates located throughout the District. The District seeks to engage a Design Build (DB) team having primary design and construction responsibility for the Project. The Scope of Services required of the Responders is outlined further in the RFQ/RFP and the Design Criteria Package. This will be a single project accomplished in multiple phases. Phases will include a design and construction phase. This contract is for all necessary disciplines to design, receive approvals and permits, and to construct a complete Project. The DB team shall have primary design and construction responsibility for the Project and shall deliver the Project within the parameters of the established budget, schedule, and the Owner's Design Criteria Package. The DB Team will execute a Design-Build Agreement with the District. The DB team will be completely responsible for the final design and construction of the new SCADA system. The DB team is to coordinate all subcontractor activity. The DB team will prepare the overall bid list and strategy for the next review by the Owner, prepare and validate all Change Orders, and prepare a design and construction Quality Control Plan. The DB Team must have recent knowledge and experience in project management, coordination, final design, and construction oversite of public or governmental facilities of similar size and scope as this Project. The DB Team must have experience with Design-Build Project delivery of projects of similar size and scope. It is desirable for the DB team to have experience working together in the design and construction industry. The DB Team should be able to work effectively in a very collaborative environment. With a focus on quality and communication, the DB team must be able to work with the District Project team to achieve expected outcomes through a team approach. Exceptional communication and interpersonal and organizational skills are necessary. Demonstrated application of innovation and creativity are additionally desired. The Respondent should identify within its submission their key team members with proposed roles and experience for the Project from conception through completion. Changes to any key personnel during the evaluation period or after Contract award must be approved by the District in writing.
