The biggest item was the approval of an advance funding agreement with the Texas Department of Transportation for Phase 3 of the Warriors Path construction project. Under the agreement, Harker Heights will access $4.4 million in funding allocated by the Killeen Temple Metropolitan Planning Organization, for the construction of about a half mile of Warriors Path between Old Nolanville Road and Pima Trail. The city must pay a 20% matching amount of $1.1 million. City Engineer Kristina Ramirez noted that a traffic signal accounts for about a half-million dollars of the cost, plus drainage construction is a sizable amount. The city almost must pay TxDOT $109,000 so the agency can process the grant. Ramirez said that engineering and an environmental report must be completed before TxDOT gives its final OK. “We’re looking at a bid date of calendar 2028,” Ramirez said, noting that it would be “close to 2030” when the road construction is complete. In other action Tuesday, the council approved a resolution authorizing an advance agreement with TxDOT for sidewalks along a 0.3-mile segment of Indian Trail near the I-14 overpass. The project will use $968,000 in KTMPO funds, along with a city match of $242,000 for the project, which is scheduled to be let for bids in August 2027. Ramirez noted that an environmental study for a recent nearby project came back clean, so it is anticipated that the sidewalk project won’t encounter any obstacles. Also Tuesday, the council awarded a $291,727 contract for the city’s 2024 Manhole Rehabilitation Project to B-Corp Utilities Inc. of Gatesville, the project’s low bidder. Just two bids were received by the city, and B-Corp’s bid was below projects for the project’s cost. The project will involve replacing 11 manholes in northern Harker Heights starting along Pecan Drive and extending southward to just south of Clore Road. The project also will include replacement of the existing Air Release Valve Assembly. Also Tuesday, the council voted unanimously to adopt the 2025 Bell County Mitigation Action Plan update. The plan, which encompasses 815 pages, addresses responses to manmade emergencies such as floods and tornadoes, as well as other emergencies such as cyberattacks. Harker Heights is the first entity to adopt the plan update, Ramirez noted. Prior to the council’s action on regular business, Mayor Michael Blomquist read five proclamations, one each recognizing Lemonade Day, Water Safety Month, Building Safety Month, Older Americans Month and Professional City Clerks Week. Blomquist also presented the Mayor’s Outstanding Achievement Award to 17 local youth who excelled in various areas. Two of the youth were recognized as National Merit Scholarship finalists. Others recognized were honored for making the Texas Music Educators’ All-State Choir or All-State Orchestra.
