The purpose of this RFP is to solicit responses from qualified firms or individuals to provide Professional Engineering Design and Construction Administration Services for wellfield improvements at the Cypress Creek Wellfield in Pasco County. This project includes the evaluation, design, and construction for the replacement of thirteen (13) pumps and motors and the replacement or improvement of ten (10) well houses to meet the current building and ventilation code requirements, as well as improve overall safety and energy efficiency. Additionally, respondents will evaluate decommissioning of the surge tank at Well Number 1 and provide an alternative method for surge protection in the system. Respondents should have an established reputation and documented successful experience in providing the services requested for wellfield improvements or similar projects. The respondent selected is expected to have appropriately experienced staff and resources to provide comprehensive, reliable products and services regarding the project and will be required to demonstrate this via the submittal documents and/or associated interviews, if deemed necessary. The existing Cypress Creek Wellfield has thirteen (13) water production wells, with an operational capacity of 46 million gallons per day (MGD). It is one of 10 wellfields in the region operated under Tampa Bay Water's Consolidated Water Use Permit. Water withdrawn from the Cypress Creek Wellfield is treated at Tampa Bay Water's Cypress Creek Water Treatment Plant before delivery to the regional system. This wellfield is over 40 years old and was constructed in two phases. As a result, the well houses, pumps, and motors vary in age and size. The purpose of this project is to improve energy efficiency, system reliability, maintain the level of service, and improve overall safety throughout the Cypress Creek Wellfield. This project will require Value Engineering as construction costs are estimated at higher than $5,000,000. Tampa Bay Water will request Integrated Program Manager, Black and Veatch, to lead a Value Engineering Workshop.
