Site work and paving for a mixed-use development in Bloomington, Illinois. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The City of Bloomington is seeking Statements of Qualifications from professional engineering service firms interested in providing construction engineering services for the Hamilton Road, Bunn Street to Morrissey Drive, project in Bloomington, Illinois. The proposed project includes the reconstruction and an extension of Hamilton Road, a new at grade crossing of the Norfolk Southern Railroad (NSRR), and reconstruction of Bunn Street, Morrissey Drive, and Rhodes Lane. In addition, the project also includes, but is not limited to, NSRR coordination, utility relocations, stormwater management, storm sewers, sanitary sewers, water main infrastructure, non-special waste removal, a multi-use path, sidewalks, and pavement markings. The project is comprised of two phases that both include multiple stages of construction. Maintaining traffic flow, minimizing impacts to adjacent residential and commercial properties, and coordinating with NSRR are required. The Hamilton Road project is the last section of this roadway needed to connect the corridor from Fox Creek Elementary School to Hershey Road. The project, approximately 1.6 miles in length, will be bid and constructed in two Phases. Construction of both phases are anticipated to start in the spring of 2025 and be completed by fall of 2026. This RFQ is for construction engineering services for both phases of construction. Background The City of Bloomington, incorporated in 1856, is a home rule unit of government under the 1970 Illinois Constitution. The City of Bloomington is located in the heart of Central Illinois, approximately 125 miles southwest of Chicago, 155 miles northeast of St. Louis and 64 miles northeast of Springfield, the State Capital. The City of Bloomington is the County Seat of McLean County, the largest county in Illinois (approximately 762,240 acres). The results of the 2010 Census shows the City now has a population of 76,610 citizens. The economic strength of the City of Bloomington metropolitan area is well diversified with no single dominating industry. Questions Due to City: December 4, 2024, 5:00pm. General Liability $2,000,000 Bodily Injury and Property Damage (Combined Single Limit) with $2,000,000 GL annual aggregate and will include: Medical payments - $5,000 Premises Operations Products and Completed Operations Blanket Contractual Liability Personal Injury Liability Expanded Definition of Property Damage. The City of Bloomington reserves the right to reject any and all proposals and to waive technicalities. The award will be based on the criteria for selection contained within this document.
