Reference Number 0000282373 Question Acceptance Deadline 2024/11/26 11:59:00 PM MST LPSS was formed in 1983 to manage and operate a facility, then called the Lindsay Park Sports Centre, that was built to accommodate athletes participating in the Western Canada Summer Games and to provide a sports centre legacy for Calgarians into the future. MNP Community and Sport Centre, as it is now known and operating as, and surrounding land are owned by The City of Calgary ("The City") and managed by the Society on behalf of Calgarians pursuant to a Management and Operating Agreement between The City and the Society. MNP Community & Sports Centre is located at 2225 Macleod Trail SE Calgary, with a primary entrance off Macleod Trail South, South of Elbow River. The building is interconnected with the adjacent Lindsay Park and the surrounding community. The MNP Expansion and Enhancement Project is also referred to as LEAP. The Leisure Expansion Aquatics Program (LEAP) features a newly added west expansion housing leisure water amenities, a south expansion supporting additional change rooms and supportive infrastructure, and interior tent renovations to the existing facility. An analysis conducted in 2021 as part of a city-wide pool study and a needs assessment for aquatic amenities in the Greater Downtown Area identified a lack of aquatic facilities with specialized leisure aquatic amenities available in the city centre. After evaluating a variety of options, the MNP Community & Sport Centre (MNPCSC) was identified as the preferred location to provide these amenities due to its key location, existing amenities, accessibility, and dual mandate to provide training and competition facilities for the development of high-performance athletes and to provide facilities, programs and services for the wellness and recreation needs of Calgarians. As part of the background work for The City's Beltline and Inglewood Pools Program, the MNP Community & Sport Centre Leisure Aquatics Feasibility Study was completed in 2021. The Study evaluated expansion options at the MNPCSC to accommodate enhanced aquatic leisure amenities and proposed an expansion on the west side of the facility. In May 2021 Calgary City Council approved $45M (CPS2021-0748) for the modernization and upgrade of MNPCSC to address the need in the city centre for specialized leisure aquatic amenities. In Q1 of 2022 the province provided $20M of funding and provided the MNPCSC the ability to move forward with the project. MNP Community and Sport Centre has positioned itself as an elite aquatic venue in Calgary. The LEAP project will encompass the leisure water addition, south addition and tent renovations to the facility, detailed further below. The MNP Community and Sports Centre is to remain operational during construction. The scope of the MNP Community & Sports Centre renovation and expansion includes: 1. Tent Renovation Objectives Enhanced aquatic facilities Retiles pool deck and basins Refreshed concourse level Updated spectator seating Increased connection to the park. New exterior glazing into Lindsay Park New interior glazing into the west addition leisure water natatorium 2. South Addition Objectives Expanded support space New universal change rooms New administration space Enhanced main entry Main entrance to be reorientated to be more inviting and provide intuitive wayfinding Main entrance to provide new central gathering and social space Improved control point and circulation Exterior park pathway engagement 3. West Addition Objectives Leisure aquatic facilities New unique leisure water amenities • Water engagement of all age levels On-deck spectator viewing Multi-functional space Multi-purpose areas Integration with the park Views into Lindsay Park • Building integration into the overall park LPSS is inviting Proponents to submit qualifications for the MNP LEAP Project to provide Structural Steel Testing Services for the completion of the project as generally described in this RFQ.
