The Maury Service Authority (hereinafter referred to as "MSA") invites qualified firms to submit a proposal to provide professional engineering services on an "as needed" basis. The MSA expects to apply for funding from multiple funding sources and funding agencies including Virginia Clean Water Revolving Loan Fund and Water Quality Improvement Fund through the Virginia Department of Environmental Quality. The MSA also expects to receive funds and other financial support and funding support, which may need to be incorporated into the planning, design, construction, and operating support efforts. These services are intended to supplement the MSA's internal resources on an "as needed" basis by providing a flexible and effective way for the MSA to respond to recurring professional service needs for multi-dimensional tasks covering a wide range of work. The contract(s) will be for one year and may be renewable for three additional one-year increments at the option of the MSA. Project Locations: Multiple locations throughout the Maury Service Authority Service Area and immediately adjacent portions of the City of Lexington and Rockbridge County served by the City of Lexington Wastewater System and the Rockbridge County Public Service Authority Wastewater System. Professional Engineering services will include, but not be limited to the following: 1. Provide data gathering support necessary for studies, evaluations, reports, and design documents. Deliver services in accordance with the VA Clean Water Revolving Loan Fund (VCWRLF) funding requirements. 2. Provide analysis and develop asset management planning resources, including, but not limited to, Waterworks Business Operations Plan, Asset Management Plan, and related efforts. 3. Develop and provide preliminary engineering services in accordance with needs of MSA and requirements of Funding Agencies, as identified. 4. Provide support to required environmental review needs of the MSA and requirements of funding agencies, as identified. Separate Work to allow Categorical Exclusions where possible; complete Environmental Assessment where required. 5. Prepare Plans and Specifications; subdivide Work as necessary to facilitate bidding conditions favorable to the MSA's needs and funding allocations. 6. Prepare Bidding documents as needed for MBE/WBE utilization requirements, Davis-Bacon requirements, American Iron and Steel Requirements, Build America Buy America, and any related matters as identified during the course of accomplishing the Project(s). 7. Provide and support efforts required to accomplish the funding program and funding agency requirements, including, but not limited to, surveying, easements, historic or environmental resources efforts/permitting, VDOT permitting, and any other funding agency expectations. 8. Efforts to support services and requirements related to multiple funding sources. 9. Other duties as assigned by the Executive Director or designee.
