Sealed bids are invited for a STATEWIDE term contract for Job Order Contracting Services for VIRGINIA DEPARTMENT OF MILITARY AFFAIRS [00123] covering all the regions described in Exhibit 1. The Work of this Contract will be set forth in the Detailed Scopes of Work referenced in the individual Job Orders. The Contractor is required to complete each Detailed Scope of Work for the Job Order Price within the Job Order Completion Time. A Pre-Bid Question Form is included. The deadline for submitting questions is 10:00 A.M. on December 11, 2024. Answers will be posted in eVA by COB on December 13, 2025. A Bid Bond is not required. eVA Vendor Registration: The bidder shall be a registered vendor in eVA. See the attached eVA Vendor Registration Requirements. GCPay: Contract payments shall be made through GCPay. Go to website for instructions on how to process pay applications. Procedures for submitting a bid, claiming an error, withdrawal of bids and other pertinent information are contained in the Instructions to Bidders, which is part of this Invitation for Bids. Withdrawal due to error in bid shall be permitted in accord with Section 9 of the Instructions to Bidders (CO-7aJOC) and Code of Virginia 2.2-4330. The Owner reserves the right to reject any or all bids. A Mandatory Pre-Bid conference will be conducted via Microsoft Teams Meeting (details below). There will be a check-in period until 10:25 a.m. and attendance will be recorded. Note that persons entering the meeting after 10:25 a.m. will not be considered as attending the meeting and will be considered non-responsive for bidding. The purpose of the Pre-Bid Conference is to discuss the JOC concept and documents, answer questions and discuss JOC from the contractor's perspective. Bids submitted by firms not represented at the Mandatory Pre-Bid Conference will not be considered. If you plan to attend, please download the Microsoft Teams application prior to the date of the conference. Bidders are requested to follow any registration requirements for the pre-bid conference.
