The County of Darlington, South Carolina, is seeking qualified firms to submit proposals for a window repair project at the Darlington County Government Building, located at 1 Public Square, Darlington, South Carolina. The County of Darlington, South Carolina, is seeking the invaluable expertise of qualified firms to submit proposals for a crucial window repair project at the Darlington County Government Building, located at 1 Public Square, Darlington, South Carolina. The building, constructed in 1964, has a total area of 41,324.29 square feet, approximately 8,100 square feet per floor. Each floor has 15 windows per floor from the second floor through the fifth floor. The windows are on a pivot where they rotate 360 degrees. Below each window, there is a vent located in the metal panel for ventilation. Some of the windows across the five floors have been sealed shut. Water is entering the government building due to heavy rain and strong winds, creating a need for repairs. It has been observed coming through the metal panels surrounding the window frames on the floor below and seeping in through the panels outside that separate the windows between each floor. All proposals shall provide a detailed plan for repairing the Darlington County Government Building windows to prevent future leaks. Proposals must include all costs associated with labor, equipment, materials, permits, and fees necessary to complete the project. The contractor's role is crucial and integral in maintaining environmental standards, and they must comply with all regulations set forth by the South Carolina Department of Environmental Control (SCDHEC). Submissions must be made on time to avoid rejection of the bid invitation, and there will be no exceptions to this rule. Responders are responsible for all costs associated with preparing their bids. Additionally, all bids must remain valid for more than ninety (90) days. The contractor shall furnish a 5% bid bond for bids greater than or equal to $100,000. The contractor the County intends to award shall supply a separate performance and payment bond. The bonds furnished by the contractor shall be in a form suitable for the County and executed by the surety or sureties reasonably acceptable to the County. Within fifteen (15) calendar days after the intent to award, the following bonds or security shall be delivered to the County. It shall become binding on the parties upon the execution of the contract: A performance bond satisfactory to the County, executed by a surety company authorized to do business in South Carolina with a Best's Key Rating of Level A or better and in a financial size of Class VII or higher, or otherwise secured in a manner satisfactory to the County, for the faithful performance of the contract in strict conformity with the plans, specifications and conditions of the contract. The bond shall equal one hundred percent (100%) of the price specified in the contract. A payment bond satisfactory to the County, executed by a surety company authorized to do business in South Carolina with a Best's Key Rating of Level A or better and in a financial size of Class VII or higher, or otherwise secured in a manner satisfactory to the County, for the protection of all persons supplying labor and material to the contractor or its subcontractors for the performance of the work provided for in the contract. Labor and materials shall include public utility services and reasonable rentals of equipment, but only for the periods when the equipment rented is used at the site. The bond shall equal one hundred percent (100%) of the price specified in the contract.
