The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 732 23rd Avenue. This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. Remove existing furnace located in the basement of the residence. Install a minimum 80% efficient gas fire furnace with correct amp fuse and shut off switch located in an accessible location. The current switch and fuse are hard to get access to. The furnace must be the required BTU for the square footage of the home. A filter slot and a cover for a replacement air filter will need to be incorporated into the return side of the new unit. Inspect the gas pipe and in line shut off valve is in proper working order, any excessive rusting on the piping those sections shall be replaced. The flue will need to be properly vented into the chimney. Current set up has the water heater venting into a T with the furnace. This does not pass code. All duct work in the basement must be sealed with duct tape or duct paste. Mechanical permit required before work begins. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged.
