WWTF Chemical Addition Upgrade No bidder may withdraw their bid within 60 days after the actual date of the opening thereof. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the Owner as liquidated damages. The Project includes the following Work: Concrete flatwork, chemical feed systems, site piping, electrical work, and wastewater treatment pond sludge removal and land application. The anticipated substantial completion date is March 31, 2026, and final completion date is June 1, 2026. Notice to Proceed (April 2025 - Tentative) Measurement of sludge quantities is required by contractor. No sludge estimates will be provided by owner or engineer for bidding purposes. Contractor access to Lagoon sites for sludge measurement will be made available during the bid phase. No equipment will be provided by the owner for obtaining quantities. To schedule access to Lagoons contact: This project anticipates use of Wisconsin DNR Clean Water Fund Program funding. We encourage Disadvantaged Business Enterprises (DBEs), including Minority-owned Business Enterprises (MBEs), Women's Business Enterprises (WBEs), and Small Businesses in Rural Areas (SBRAs) to submit bid proposals. A municipality, in awarding prime contracts, and primary contractor, in awarding subcontracts, are required to make a good faith effort to achieve a combined minimum goal of 15% participation for MBE/WBE utilization in accordance with s.NR 162.09(3), s.NR 166.12(4), and s.NR 167.18(4) Wis. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor. The Contractor shall conform to the "Use of American Iron and Steel" provision of H.R. 3547 Consolidated Appropriations Act, 2014, section 436, including all iron and steel products used in the project. Bid Proposals may be denied if the requirements of this section are not met and waivers are required. EPA guidance for the use of American Iron and Steel (AIS) can be found at online. Owner reserves the right to waive any informalities or to reject any or all bids. 15% participation for MBE/WBE A. The work under this project includes, but is not limited to, all specification sections within this Project Manual, and construction drawings bearing the title: WWTF Chemical Addition Upgrade, Village of Athens, Marathon County, Wisconsin as prepared by MSA Professional Services, Inc. B. The Work included in this project shall be performed under a single Contract between the Owner and a General Contractor for the construction of improvements at the Village of Athens Wastewater Treatment Facility. C. The existing wastewater treatment facilities shall remain operational until the new facilities are completely operational, except as specified herein and as coordinated with the Owner and Engineer. D. The work under this contract includes, but is not limited to, the furnishing of all labor, materials, tools, equipment, transportation, permits, certificates, and temporary protection necessary for, or incidental to, the execution of installation of the following new equipment as indicated on the contract drawings and specified herein: 1. Chemical feed equipment, storage and containment tanks for the addition of ferric chloride 2. Chemical feed equipment, storage and slurry tank for the addition of soda ash E. The work under this contract includes, but is not limited to, the furnishing of all labor, materials, tools, equipment, transportation, permits, certificates, and temporary protection necessary for, or incidental to, the execution and completion of the following electrical work at the wastewater treatment facility as indicated on the contract drawings and specified herein: 1. Alarm for leak detection in storage tanks 2. Flow pacing chemical feed pumps 3. Electrical controls F. The work under this contract includes, but is not limited to, the furnishing of all labor, materials, tools, equipment, transportation, permits, certificates, and temporary protection necessary for, or incidental to, the execution and completion of the site work as indicated on the contract drawings and specified herein: 1. Sludge removal and disposal from all three lagoons 2. Site grading 3. Excavation, trenching and backfill, construction of new chemical feed piping, and electrical conduit installation. 4. Crushed aggregate base course for concrete pad 5. Concrete pad for outdoor storage tanks and hopper 6. Pipe bollards 7. Topsoiling, fertilizing, seeding and mulching Question Deadline 12/12/2024 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing.
