Construction Manager at Risk - CMAR for - CUF Steam Line Replacement - Leg 2 Project The classification of contractor's license required in the performance of this contract is a C-4, and C51 Contractor's license issued by the California State Contractor's License Board. Question Deadline 12/27/2024 at 2:00 PM PT All questions/requests for interpretation All questions and inquiries related to this RFP must be submitted via the County's eProcurement Portal at online. Respondents are not to contact other County personnel with any questions or clarifications concerning this RFP. County Procurement Services will provide all official communication concerning this RFP. Any response relevant to this RFP other than through or approved by County Procurement Services is unauthorized and will be considered invalid. Registration of Contractors: All contractors and subcontractors must comply with the requirements of Labor Code Section 1771.1(a), pertaining to registration of contractors pursuant to Section 1725.5. Bids cannot be accepted from unregistered contractors except as provided in Section 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. After award of the contract, CONTRACTOR and each Subcontractor shall furnish electronic payroll records directly to the Labor Commissioner in the manner specified in Labor Code Section 1771.4. Pursuant to the provisions of Section 1773 of the Labor Code of the State of California, this contract requires payment of not less than the general prevailing rate of per diem wages. The Board of Supervisors has obtained the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in this locality for each craft, classification, or type of workman needed to execute the contract from the Director of the Department of Industrial Relations. The successful Respondent shall be required to furnish a Performance Bond in an amount equal to 100% of the amount of the construction contract and a Payment Bond in the amount of 100% of the contract, said bonds to be first approved by the County Counsel and the Risk Manager of Orange County. Bond forms to be provide by County of Orange. Anticipated Construction Budget: $3,200,000 Location: 525 N. Flower Street, Santa Ana, CA 92703 The County intends to award a contract using best value method to a CM that possesses or obtains sufficient bonding for the Project construction phase services and risk and liability insurance as required. In the event of a timely protest, the County shall not proceed with the solicitation or award of the contract until the DPA, or the Director renders a decision on the protest. All pages must be numbered and identified sequentially by section. Proposals must be tabbed and indexed in accordance with the information requested in Section II, Response Requirements. It is imperative that all Respondents comply, exactly and completely, with the instructions set forth herein. All responses to this RFP shall be typewritten or word-processed (except where otherwise provided or noted), concise, straightforward, and must fully address each requirement and question. Although not as a substitute for a complete written response, additional material, such as technical documents, may be referenced in any response, if the material is included in the same section as additional information. Qualified Contractors ("Respondents"), to provide Construction Manager at Risk ("CMAR") Services for CMAR FOR - CUF STEAM LINE REPLACEMENT - LEG 2 PROJECT Project ("Project") located at 525 N. Flower Street, Santa Ana, CA 92703. The awarded proposal ("Contract") will provide a negotiated Guaranteed Maximum Price (GMP) for Design Phase Services between the County and the selected Respondent ("CMAR Entity" or "CMARE"). The County may, at its sole discretion, exercise its option to negotiate a GMP for the construction of the Project with the CM and will return to the Board of Supervisors for authorization to execute a construction services contract. Pre-Proposal Meeting notes Meeting attendees must stay until the meeting has ended. Failure of any Respondent to attend this mandatory pre-submittal meeting and site visit shall constitute a substantial variation from the requirements of the Contract Documents and the Bid of any Bidder not in attendance will be rejected as nonresponsive. Attendees are asked to RSVP your attendance by 4:00 pm, December 17, 2024, by sending an email to Jennifer.Mason@ocpw.ocgov.com. The County of Orange, OC Public Works (hereinafter referred to as "County"), is soliciting proposals from qualified firms (hereinafter referred to as "Respondents") for NO VALUE. Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein. Prospective Respondents are advised to carefully review the attached RFP solicitation package and complete/upload their proposals per Section I "Introduction and Instructions to Respondents" and Section II "Construction Manager at Risk (CMAR) for CUF Steam Line Replacement leg 2 Scope of Work & Response Requirements" of the RFP package. County reserves the right to negotiate modifications with any Respondent as necessary to serve the best interests of the County. Any Proposal may be rejected if it is conditional, incomplete or deviates from specifications in this RFP. The County reserves the right to waive, at its discretion, any procedural irregularity, immaterial defects or other improprieties which the County deems reasonably correctable or otherwise not warranting rejection of the Proposal. Any waiver will not excuse a proponent from full compliance. The Board of Supervisors reserves the right to reject any or all proposals and to waive any informality in any proposal received.
