Site work and new construction of a medical facility in Oxford, Ohio. Completed plans call for the construction of a medical facility; and for site work for a medical facility.
The Ohio Department of Mental Health and Addiction Services currently operates 6 full scale mental health facilities across the state serving Ohioans 24/7, 365 day per year. As the needs of Ohioans continues to grow, so to must Ohio MHAS. Plans to implement a new facility in Ohio's Miami Valley area are underway. The new facility will look to add 208 additional beds to the department to continue to serve Ohioans. The facility shall incorporate 285,000 square feet of new construction, including all mechanical, administrative, food service, and support space. Patient accessible areas will be designed to reflect state of the art safety and security requirements, including ligature resistant fixtures and hardware and highly durable construction. Professional services are requested for programming and related consulting services for this new facility. This new facility will provide a secure environment for residential patient units, clinical/admitting space, full kitchen, indoor and outdoor recreation, and required support operations consisting of administrative offices, food and bulk storage facilities and maintenance operations. Key features of this facility will include the development of a "safe and secure building envelope" for patients and building materials and fixtures suitable for use by the intended occupant. A preliminary Owners Project Requirements will be developed and will be available to the selected professional design firm. Total Project Cost will be $275,744,135.00 estimated Construction Cost will be $245,414,482.27 (Cost of Work and Owner Contingency). For the purposes of this RFQ, the State will be negotiating the full amount but contracting the first phase of the project at this time. Estimated phase I construction cost $5,000,000.00. Provide professional programming and predesign services. This will include development of an updated and detailed Program of Requirements. Involvement in land acquisition- This will include review of the initial general sub-surface geotechnical investigation work, provided by the owner, to determine suitability of site to accommodate building structures and roadways. The selected professional design firm will also need to perform and review a secondary sub-surface geotechnical investigation in specific areas required for construction. The Owner's requirements include compliance with Joint Commission on the Accreditation of Healthcare Organizations (JCAHO) and the National Fire Protection Association (NFPA) regulations. The Associate must have full knowledge of these requirements as they pertain to psychiatric hospital design and construction. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner's project requirements. Participate in the Encouraging Diversity, Growth & Equity (EDGE) Program as required by statute and the Agreement.
