Site work, paving and outdoor lighting for a mixed-use development in South Orange, New Jersey. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; sidewalk / parking lot; for outdoor lighting for a sidewalk / parking lot; sidewalk / parking lot; road / highway; and road / highway.
**As of January 30, 2025, This project has not yet been awarded. A timeline for award has not yet been established.** River Greenway Project Pedes- trian Bridge and Path in New Waterland Park and Chyzowych Field in South Orange, NJ. No proposals will be received prior to the time and date referenced above. The major items of construction include:Removal of site features including structures and pavement Lump sum Steel Pedestrian Bridge Lump Sum Micropile 12 Units Steel H-pile, HP 12x53 545 L.F. Asphalt Sidewalks 3815 S.Y. Granite Cobble Pavers 1336 S.F. Traffic Striping 63 L.F. Decorative Lighting 18 Units Solar Decorative Lighting 25 Units Low Voltage LED Lighting Hand Rail System Lump sum The Township of South Orange Village reserves the right to delete sections of the work from the Contract after the award of the bid has been made due to funding or other reasons. The prices bid for the various items of work shall not be adjusted due to the deflection of any work or due to the variation of any quantity for the various items scheduled in the Proposal. The bid must be accompanied by a certified check, cash, or bid bond in an amount of not less than ten percent (10%) of the bid, but not to exceed $20,000.00. If the Contract is awarded to the Bidder, he will, within twenty one (21) calendar days after the date of the Notice of Award, execute such Contract and furnish satisfactory Performance Bond. Upon failure to do so, he shall forfeit the deposit as liquidated damages and the acceptance of the bid will be contingent upon the fulfillment of this requirement by the Bidder. No interest shall be allowed upon any such certified check or cash. The bid must be accompanied by a Certificate from a bonding company licensed to do business in the State of New Jersey, guaranteeing that if the Proposal of the Bidder is accepted, they will furnish a Performance Bond in the face amount of the bid and the acceptance of the bid is contingent upon the fulfillment of this requirement. The Township of South Orange Village reserves the right to waive any informalities or irregularities in the bid received, and to reject any and/or all bids as in its judgement may best serve the interest of the Township. Proposals for this contract will be accepted only from Bidders who have been properly qualified in accordance with the requirements of the specifica- tions. The successful Bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. Bidders are required to comply with the requirements of J.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. Pursuant to P.L. 1999, c.238, all contractors must register with the State and provide a copy of the registration with the bid. All questions must be submitted to Brian Henning, Engineer of Record in writing at 111 Wood Avenue South Iselin NJ 08830-4112 or via email at brian.henning@mottmac.com no later than fourteen (14) calendar days prior to deadline for bid submission date as stated above. The Disadvantaged Business Enterprise (DBE) goal is 7%. and the num- ber of training requirement is 0 for this project. The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1973, effective January 1, 1974, Section 109 of PL 94-369, and Section 110 of PL 93-383 regarding wage rates determined by the Secretary of Labor, in accordance with the provisions of the Davis-Bacon Act as amended (40 USC 275a-276a-5) whichever provides for the higher rate of pay for each specific job clas- sification. Bidders may not withdraw their respective bids for a period of sixty (60) days after the receipt of the same by the Township of South Orange Village. BASED UPON THE SPECIFICATIONS, THE Township RESERVES THE RIGHT (IN ITS SOLE JUDGEMENT) TO REJECT ANY AND ALL BIDS, TO WAIVE NON-MATERIAL DEFECTS OR INFORMALITIES AND TO AWARD THE CONTRACT IN A MANNER DEEMED IN THE BEST INTEREST OF THE Township TO DO SO. All Civil Rights forms must be sub- mitted at the date of Bid Opening or within five (5) days after Bid Open- ing to Ms. Ellen Foye-Malgieri, Village Purchasing Agent, ellen@southorange.org. Submittal of such information does not imply NJDOT Division of Civil Rights & Affirmative Action (DCR/AA) approval. The Department's DCR/AA has sole authority to determine whether the contractor is meeting the contract DBE goal or made adequate good faith efforts to do so. Forms can be downloaded from online.
