PURPOSE AND BACKGROUND The successful bidder will be responsible for providing all necessary equipment, labor, and materials to perform comprehensive tree and debris removal services during storm events. This includes the removal of downed trees, branches, and other debris from public roads, sidewalks, easements, right of ways, and other utility areas, as well as the clearance of vegetation obstructing PWC utility lines, access roads, or other essential infrastructure. The successful bidder will also handle the grinding and removal of tree stumps on designated public property and/or easements, ensuring a minimum depth of six inches below ground level and backfilling the sites with soil or mulch as needed. Additionally, the successful bidder will be required to cut down hazardous trees damaged by storms, especially those posing risks to utility infrastructure, roadways, easements, or public spaces. All emergency tree removals in high-risk areas will be coordinated with PWC representatives to ensure timely and effective resolution. Services will include prompt response during storm events to ensure public safety and uninterrupted utility operations. Questions regarding this bid must be submitted in writing to the attention of Leticia Gilmore, at procurement@faypwc.com no later than 5:00 p.m., EST Tuesday, December 10, 2024, in order to be considered for a response. PWC may receive financial assistance from the Federal Emergency Management Agency (FEMA) . The bidder to whom the agreement is awarded shall comply with the statutory requirements of Federal Uniform Guidance (UG) and FEMA. These provisions will be specified in an addendum to the service agreement and samples are included in Attachment E of the RFB. Certified Historically Underutilized Business Certified vendors are encouraged to submit a bid for this solicitation. Fayetteville Public Works Commission reserves the right to reject any or all bids for any reason determined by PWC to be in its best interest, or to award the bid to the lowest responsible bidder or bidders, taking into consideration quality, performance, and the time specified in the bids for the performance of the contract. Service Agreement Target Start Date PWC & Bidder Wednesday, January 1, 2024. In accordance with PWC's MWDBE Program, the goal shall be to award four percent (9%) of the total contract dollars to MBE firms and four percent (4%) to WBE firms. A complete copy of PWC's MWDBE Program is available for inspection at PWC Procurement Department.
